The role of architectural knowledge vis-a-vis urban challenges. Nurturing the dialogue between educators and future practitioners

With more than forty-five participants, the workshop and training “People-centred design” held at Yangon Technological University (YTU) between 13th-15th February brought together students, community architects and academics from Yangon, Mandalay, Bangkok and London, consolidating strategic partnerships and adding new layers of engagement between DPU, YTU, Silpakorn University and the Asian Coalition Housing Rights – Community Architects Network. Stemming from a series of discussions emerged last year around the nature and the possibility of an equal partnership, the aim of the three-day multi-target initiative was to support YTU in building the capacity of young professionals and staff to understand and engage with current urban challenges, in particular low income communities’ housing problems, while sharing theoretical and methodological insights in light of the three-year engagement with the MSc Building and Urban Design in Development at DPU.

The initiative aimed at fostering the reflexivity of students and staff towards the identification of knowledge needs and pedagogical challenges. The workshop exposed the participants to low income communities, their technologies, practices and agency. While experiencing the city – the ‘informal’ self-built city – students were tasked to observe and document material and immaterial aspects; as well as reflect upon their positionality. Learning how to critically observe, listen, reflect and narrate ultimately led to re-questioning the role of the practitioner/architect, its attitudes and skills. The training helped participants to reflect on how the new urban question is calling upon the recalibration of the architectural practice, and how this reflects in architectural education in terms of skills/knowledge/attitudes across different pedagogies. Urban challenges such as rapid informal urbanisation and the reproduction of spatial injustice have to be investigated and tackled by embracing a new and radical mode of practice. If challenges are utterly complex, is the old-fashion market-driven technical-based knowledge sufficient? Architecture and urban design should be seen as a series of processes that engage with political and social realities. What type of spatio-political knowledge is required within a studio then? The failure of modern architecture and urbanism in addressing people’s needs has shown the limits of thinking the built environment as an authoritative and autonomous discipline. Anyone can build. Anyone can be an architect. Whose creativity counts then? This calls upon re-questioning the role of the expert and the way in which discourses of expertise are constituted in particular contexts.

People-centred design workshop – brainstorming

Initially involved in separate activities, staff and students ended up together in a conclusive participatory reflection on the role of the of the knowledge in architectural and urban design practice. While discussing about skills, attitudes and knowledges, one of the participants asked “What are the right shoes for an architect?” looking down at the poster on the floor, representing a human body, possibly that of an architect and its embodied knowledges. Watson, Odendaal, Duminy et a., in their 2014 “The Planner in Dirty Shoes” would have argued that the right type of shoes entirely depends on “the unique ability (…) to take context into account and to get close to reality”. Indeed, architectural knowledge is situated, as it emerges from particular contexts of application, with and within their own theoretical frameworks, methods of research and practice. And architectural knowledge is relational, as knowledge production and learning are necessarily defined within relative positions, in conversation with existing discourses, material processes and the socially constructed and mediated structures of power. It is through unpacking these relational dimensions that we make sense of urban objects and processes, and identify opportunities for positive transformation. Finally, architectural knowledge is reflexive, especially with regard to the role and position of architects working within people-centred processes. It calls for a constant reflection upon and reinvention of the self and the other. Situated, relational and reflexive, three pedagogical challenges that foster a constitutive role for architectural knowledge in addressing spatial injustice.

Far from being a narcissistic reflection on the disciplinary and professional role, the three-day activity enabled the encounter between pedagogical needs – shaped by new urban challenges, competences and methods. Delving into what it takes to make an architect, the training proved that education can be changed in a participatory way – meeting the needs of the students, a demand-led approach to curriculum change.

The “People-centred design” workshop and training is a three-day activity held in Yangon between 13-15th February 2018 at Yangon Technological University (YTU). The initiative is funded by UCL’s Global Engagement Funds and DPU’s TAS funds; organised and coordinated by DPU (Giovanna Astolfo and Camillo Boano) in collaboration with YTU and Association of Myanmar Architects – AMA (Ma Wah Wah); facilitated by Community Architects Network – CAN (Witee Wisuthumporn) along with Bithukar Community Platform (CBP) and DPU/ACHR/CAN interns (Saptarshi Mitra and Shoko Sakuma); with the participation and inputs from international guest lecturers Supitcha Tovivich (Silpakorn University, Bangkok), Catalina Ortiz (DPU) and Ma Pwint (YTU).

Collective practices vs. the Neoliberal City?

Has democracy failed to resist the neoliberal vision of the city and does architecture have anything to contribute to the debate? A presentation by Leonardo Cappetto, an architect and co-founder of Grupo TOMA, came as a fresh and potent ray of hope on Thursday evening – 17th November 2016. Thanks to Dr. Camilo Boano, Leonardo was invited to present at the Development Planning Unit. His presentation commenced by juxtaposing the rise of populist right-wing politicians almost all around the world and the seeming demise of an alternative to the neoliberal city. But the optimism rose as he presented the work done by the Chile based collective – Grupo TOMA towards attempting to find that alternative.

The promise of an alternative reflected within the very structure of Grupo TOMA, defying the norms that governed the 20th century professional world. Grupo TOMA is a collective of architects without any hierarchical internal relationships. It is a nomad organisation that resents the idea of growth for its sake and it works with temporal communities inherently being denied the chance for any permanent architectural statement.

 

What motivates a group of architects to let go of the egotistic practice of the 20th century? What inspires their continuing reconciliation with temporal existence? Leonardo’s presentation was just a glimpse into some of the aspects that may answer these questions.

 

TOMA’s first project involved bringing together neighbours to discuss and decide potential uses for an empty plot in a neighbourhood. Not having accomplished the desired outcomes after months of working with the local government, TOMA moved to set up its office in a factory that was commissioned for demolition and used the opportunity to invite 10 organisations to collectively model a city, comprising of design shops, kitchen, discussion areas, artist workshops, bicycle shops and media outlets among others. Though short lived, the experiment involved developing a territory and building a social organisation to organise that developed territory. According to Leonardo, such an experiment has immense potential in stimulating political questions over the city and thereby informing us of the alternatives.

 

TOMA’s journey continued in a new factory, commissioned to be converted into a centre for innovation. Cautious of the potential of their actions towards gentrifying the neighbourhood, TOMA embarks on a new project of generating a social narrative of the history of the place. Using a fictitious character of an elderly resident, Mr. Hugo, the narrative attempted to capture the rise of social speculators, searching for their gains in the neoliberal city – “a speculopolis – a Chillicon Valley”, suggested Leonardo. Although criticised of being a “dystopian narrative”, Leonardo claimed that such an exercise helps prompt discussion and provocations against the “seduction and destruction” of neoliberalism. Grupo TOMA has carried out similar other projects in Santiago de Chile, as well as Chicago, where they moved their office for a few months.

 

Leonardo concluded his talk by hinting at three main contributions architecture can make towards questioning the dominant neoliberal city. Firstly, he claims, the contribution lies in acknowledging the interrelation between the territory and its social organisation, something the profession has neglected so far. Secondly, in his opinion, architecture can help mobilise contemporary political discussion through use of unconventional languages and of experiments. Lastly, he concluded by asserting the potential of architecture in building spaces and scenarios for involving all socio-political conflicts.

 

Undoubtedly, Leonardo’s passionate accounts of TOMA’s work and its ideological journey stimulated a lively debate. Questions came from the audience that ranged from the ethics of involving community during projects to TOMA’s future plans for a bigger and a more permanent movement. Leonardo’s fitting comments, modestly acknowledging the unknown and further provoking the ideas of permanency, growth and the neoliberal, closed the session by stating, “Although temporal, the projects are Real and even as they disappear – nothing remains the same.”

Citywide upgrading strategies in Phnom Penh, Cambodia: three years of engagement

In a famous picture of Phnom Penh in 1979, two children stand in the foreground looking steadily at the camera, while behind them the city, once the ‘pearl of Asia’, is nothing but a desolated and spectral bunch of abandoned buildings. The urban history of the capital of Cambodia is demarcated by iterative evacuations and expulsions of its population. Although there is no agreement on numbers and scale of the phenomenon, the first evacuation took place in Phnom Penh during the Pol Pot regime. The vast majority of the urban population was forcibly deported to the countryside, in order to fulfil the utopia of a rural Kampuchea and a classless agrarian society; while public buildings, cultural and institutional symbols, were emptied, abandoned and eventually destroyed in what can be referred to as urbicide, an act of extreme violence towards the city and what it represents for its people.

At the end of the war, people returned to Phnom Penh. As refugees in their own city, they occupied abandoned buildings or settled in unregulated land. When, two decades later, Cambodia opened to the global market, and new foreign investments flew into the city, that land became attractive to the appetite of new developers. As a consequence, entire communities were brutally evicted and forcibly moved to peripheral areas. Relocations took place from the 90s to ‐ officially ‐ the early 2010s. Over this period, with more than 50 relocation sites around Phnom Penh, the relocation process has become the main way to produce the city.

Today, urban planning is still not high in the national agenda (there is a city strategy plan which level of implementation is hard to grasp and local investment plans which consider private development only), while the housing policy (released in 2014) is poorly articulated and not yet implemented. Although a social housing policy (programme) for low income people is under study, the housing needs of the poor are not addressed. In general terms, local government is not much interfering in the land market; such a laissez faire approach is favouring private-sector development, with no alternative for the poor. As the land on the market is not accessible to them, poor communities keep occupying public or private interstitial land along canals and unused infrastructure, mostly vulnerable and prone to flooding, while gated communities and satellite cities are growing in number. Given that 50% of the urban population are below the poverty line, who can afford these houses? Gated communities are probably aimed at a middle class that still does not exists or better to foreigners and officials that are part of a highly corrupted political system.

Most of the sites selected for the MSc BUDD fieldtrip – taking place in Phnom Penh for the third consecutive year – reveal aspects and nuances of these urban processes. Particularly, Pong Ro Senchey and Steung Kombot communities are informal settlements on narrow strips of public land stretched between private properties waiting for redevelopment; while Smor San settlement is located on a graveyard. By learning from the unique approach of our partners, Asian Coalition for Housing Rights (ACHR), Community Architects Cambodia (CAN-CAM), and Community Development Foundation (CDF), and from the people in each community, BUDD students, divided into three groups and joined by local students of architecture and urbanism, by UN intern and representative of the housing department, worked for five days in the three sites. Five days of emotionally intense engagement with the people and the context, trying to identify needs and aspirations, while unpacking the complex power relations within the government, digging into the legal and normative frameworks to understand how to ‘break the vertical’ and to disclose the potential for change.

After working with the communities to develop site upgrading strategies, the students were asked to produce an ulterior effort, that of looking across the different sites (and for this purpose the original groups have been reshuffled into new groups each one including at least two members from each site group) to address what we call ‘citywide upgrading’. This is a difficult and ambitious task, as it encompasses the multidimensionality of urban issues at the political, social, spatial and economic levels. Particularly, it calls for a multi-scalar reasoning and strategising that takes into consideration the community singularity and agency as well as the national policy framework in which community action needs to be framed. The scaling up of site upgrading strategies does not happen in a merely quantitative manner (i.e. iteration of a similar strategy), but rather considering the city as a wider community, where spatial proximity is replaced by shared practices and interests. Citywide upgrading is at the core of the BUDD pedagogy, and although this is not a new theory, BUDD students are currently contributing to its redefinition as a development theory for the poor, deeply embedded into the practice of ACHR and CAN.

Amongst the principles for citywide upgrading, three seem to be crucial.

First, to include the urban poor in the ongoing development. While Phnom Penh is witnessing fast urbanisation and growth, poor people are still uninscribed in such growth. How to capture and redistribute the profits and benefits? How to dismantle the hierarchical system that is at the basis of unequal development?

Secondly, to question the regulatory role of state authority. Although the government is merely indulging in highly corrupted laissez faire, legal and policy frameworks exist (for instance, art. 5 of the housing policy includes onsite upgrading). The question is how to implement them? How to monitor the implementation through accountable mechanisms?

Third, to address the aid dependency and foster self determination of the communities. This stems from the acknowledgement of existing potential: the people knowledge, skills, technology and capital. How to achieve political recognition? How to increase the visibility of people processes?

The above questions have been addressed through small, short or long term, concrete actions such as: environmental upgrading particularly related to flooding risk (households repeatedly affected by seasonal flooding or flooding related to climate change and land development, can access to new grants for upgrading); online knowledge platforms (as people are increasingly connected, online platforms can ensure easy and fast access to knowledge, and data collection and sharing; such platforms can be accessible also to NGOs and local authority); network upgrading fund (as private development is happening, social responsibility can be strengthen, for instance through new funding schemes sourced from the private sector and led by people); social ombudsman (in order to ensure the inclusion of the community as well as the transparency of the decision making process, the implementation of policy and scrutiny of the process).

As in the previous two years, strategies have been publicly presented by students and representatives of the communities, serving as a platform to advocate ‘the cause’ with national and local authorities. As political recognition remains one of the main challenges that the communities in Phnom Penh face, after three years of engagement, the ‘cumulative impacts’ of the work developed by BUDD with local partners has inspired a young and strong generation of architects equipped to take up the challenge of a more just future for our cities

Spaces of Peace: A participatory process worth studying

From my experience, living and working in Colombia and witnessing the struggles found in processes for upgrading poor zones in the city, I often wonder how can small organisations propose and deliver urban projects seeking for social and cultural transformation, without getting lost in the highly bureaucratic processes for funding and building permissions.

I want to share in this post some points about a participatory methodology, initially used in Venezuela in July 2014 that points to interesting directions for achieving more comprehensive, and time sustainable, results for urban interventions in low income areas.

Having said this, it is important to highlight that the experience in Venezuela needs to be studied critically, in order to understand local factors that made it successful and wondering whether it could be a methodology than can be easily replicated elsewhere.

Spaces of Peace (Espacios de Paz) is the name given to this participatory methodology, and that was precisely the main purpose, to create places of truce in conflictive neighbourhoods with violent histories, through the transformation of empty buildings, and urban voids, into communal spaces for the practice of different activities related to cultural and recreational practices in the community.

This initiative was lead by the Presidential Commission of the Movement for Peace and Life (Comisión Presidencial del Movimiento por la Paz y la Vida) and coordinated by the architecture firm PICO Estudio. Eleven social architecture collectives – both national and international – were invited to participate in the project, and to take part in five parallel participatory workshops across the country. The workshops lasted 6 weeks, which included one week for preparation, and five for design and construction.

This may sound straightforward for someone unfamiliar with managing and delivering urban proposals in low-income communities in South America. But the fact is that it is an outstanding accomplishment. The project achieved five good-quality results in parallel, in just six weeks, while remaining participatory throughout. In my experience, it can take about 6 weeks just to have the permissions ready for a small urban intervention, and that would only involve two or three actors – not the seven who came together for this project.

There are a few details that piqued my interest in learning more about this methodology, which I believe these could be strategic decisions that explain the apparent success of implementation of this approach. The first detail I want to highlight is that local women managed resources for each project, including both food and money to pay for construction materials brought to the site.

In doing so the role of actors in the project is balanced: the community all of a sudden receives these architecture collectives to guide the workshop, design and construction – even if they are from the same country, they are still somehow alien to local contexts. But at the same time it is the community itself, represented by their women, who are the ones in charge of managing the process in the best way possible to make the ideas feasible.

Production teams were in charge of all logistical details covering a wide range of tasks related to the preparation and implementation of workshops, including transportation, hosting, food, hiring and delivering of construction materials. Besides a small quota of voluntary students and some specialised craftsmen, men and women from the communities did most of the labour, being hired and paid for their time

One final detail I want to highlight is that cultural and social activation started in parallel with the project being built. With the support of local and national networks of foundations, artists and collectives with social purposes, many different activities were planned and realised in the communities during the workshops. This called the interest of the community and gave a chance to more people to participate.

I am part of one of the international collectives invited to be part of this exercise, Habitat sin Fronteras. Although I could not be there during the workshops I followed it from my home in Colombia, through the experiences of a colleague, and in August last year I had the chance to visit one of the projects in Caracas. In this project an existing two-story building was renovated, in a very crowded corner in Petare, a traditionally conflictive poor neighborhood.

Inside the new building there are spaces designated for dancing and yoga, a music-recording studio, and an Internet room with a few computers. The roof terrace was reinforced and properly adapted for a single basketball court with space for stands and plants. During my visit I could see all these spaces were used intensely by local people, still being supported by some art and cultural collectives that participated during the construction exercise.

Looking at the impact generated by Spaces of Peace, it is hard not to think this should be done more often and in many more countries. However, specific local conditions such as political will, levels of coordination among institutions, strong funding management and production capacity from the project leaders, and community cooperation are, among others, some factors to study locally before replicating this particular exercise.

Nowadays, Spaces of Peace 2015 is being implemented in Venezuela, and also in Mexico at a smaller scale on a project-by-project basis. I will share some of their experiences in future posts.

Transformation in a Time of Transition: Engaging with People-driven Upgrading Strategies in Cambodia

In the last 20 days students from the MSc BUDD have been engaging with people driven upgrading processes in Cambodia as part of the annual action oriented design research fieldtrip project.

Working closely with local communities, in collaboration with the Ministry of Land Management, Urban Planning and Construction (MLMUPC) and the Community Architect Network (CAN) and supported by the Asian Coalition for Housing Rights (ACHR), BUDD students, along with 22 local students from 7 different Universities, developed design strategies for city wide upgrading and inclusive urban design, starting from a socio spatial full immersion in three informal communities in Phnom Penh and Kompong Thom.

Two of the three sites share similar challenges, even though one is located in a mostly urbanised area in the periphery of Phnom Penh (Chbar Ampov District), while the other is located in the Province of Kompong Thom, 160 km far from the capital city, in a mostly rural part of the country.

Poor though cohesive communities are here facing the perpetual lack of land tenure – one of the many by-products of the murderous urbicidal past of the country – and basic services (water, sanitation, waste management..); on top of that, seasonal flooding worsens the already precarious conditions in urban and rural Cambodia weakening the relationship between environment and people. But local people’s knowledge and technology, their inexhaustible inventiveness and resilience, their ability in organising and building, proves once more to be strong enough to imagine, design and plan a different future.

The third site, Anlong Kngan community, has been even more challenging, given the large scale (it is in fact formed by nine communities for a total of 500 households), the extremely contested and conflictive context (a relocation site in the periphery of the city, today a densely inhabited area with high pressure over land) and lack of cohesion in the communities. The Anlong case is paradigmatic as it represents a common feature in the urban production of Cambodia: massive settlements generated ad hoc from forced evictions and acts of emptying the centre of the city paired to the use of peripheral land to relocate informal populations, toward building the image of a ‘charming’, globalised and competitive city.

Anlong Kngan combined the perverse failure of the relocation system in Phnom Penh with another example of the resilience of the Khmer people and their ability to work out the worst condition, resist unjust urban dynamics, reclaiming the right to shape, built and inhabit the city.

The Kompong Thom community is formed by 30 households and lives in unhealthy and unsafe conditions above a polluted canal. Houses are built on stilts echoing the traditional vernacular wooden architecture ubiquitous in rural Cambodia. During the rainy season, the water of the canal reaches the floor level of the houses worsening the living condition of the residents.

In light of the vulnerability of the area and taking advantage of the lack of land tenure of the residents, the municipality is willing to relocate the community in a site 70 km far away causing the disruption of their livelihood. However, the small city does not show evidence of a possible pattern of growth or urban development that can explain the relocation or make sense of such pressure over land. Also, it is unclear how imminent the threat of eviction could be.

Nevertheless, the community urges to envision alternative scenarios as tools to expand the room for manoeuvre with the local authority, to catalyse attention, gain visibility, mobilise other communities and reach a level of autonomy. Helped by a pro-poor oriented Municipality, the BUDD developed and tested several proposals for on-site upgrading (domestic space, shared spaces and infrastructures), re-blocking and relocation to another land of choice.

The group of students worked along with community members to jointly develop a strategy to be presented to the local authority first, and, after further refinement, to the vice Governor in Phnom Penh.

It is of crucial importance that the first presentation is led by the community, in order to capitalise on the unique opportunity for urban poor communities to share their story and upgrading aspirations directly with local authority. Similarly, the aim of the second presentation is to facilitate the institutional recognition of the presence of such enormous capital in each communities.

Anlong is a peri-urban site for relocated people, where the government allocated empty land for victims of (deliberate) fire in the more central zone. Fast forward 15 years, the communities have transformed the empty land without infrastructure and services in a dense lively urban space.

Four of the nine communities not included in the relocation process, are illegally occupying part of the land. The site is therefore two times a locus of contestation, for being a relocation site and for being a squatted relocation site.

Great effort was put by the students in disentangling the complex dynamic of resettlement as a mechanism repeatedly present in the system of the city and in unpacking the conflicting agendas of different actors.

The proposed interventions aim at the incremental occupation and densification of the site (sensitive reblocking), the activation of self-sufficient mechanism and growth of the site as a self sufficient city, at strengthening the interdependency of the communities settled in the site, and at increase the rootedness and sense of belonging.

The three sites despite local specificity share similar features related to the uncertain institutional and legal framework for the urban poor’s access to land in the new course of the National Housing Policy implementation; even when present, laws and regulations on land and housing are rarely fulfilled.

The collaboration between BUDD students, Staff and representatives of the recently established General Department of Housing (GDH) as part of the Ministry of Land Management (MLMUPC), has been an attempt to catalyse attention to people driven processes in the production of the city and attentive participatory methodologies.

Since reliable data and maps, when existing, are difficult to gather or deliberately hidden or simply not recognised as forms of knowledge, a cross cutting underlying common goal of the fieldwork in each site has been the co-production of knowledge, including settlement profiling, enumeration, mapping, and participatory design activities, at the point that it is difficult to say who contributed more: the community, the Khmer students or the BUDDies.

Finally, a common trait of the work has been the constant learning attitude, inspired by the humble, no-hero work of CAN and ACHR. Such attitude is central and constantly reasserted in their approach: learning from the people, learning from urban reality, learning from each other, learning by doing.

If once Giancarlo de Carlo said that architecture is too important to be left to architects, maybe there is a greater role for Community architects?

This is the second year that the MSc BUDD has visited Cambodia, continuing a collaboration with the Asian Coalition for Housing Rights that previously saw the programme conduct overseas fieldwork in Thailand in 2011-13. URBAN SPACE 2: Via Villa Glori and ex Caffaro Adjacent Area

Caffaro in Brescia is synonymous with pollution. The Caffaro plant has been active since the beginning of the 20th century, producing chemical elements including PCB, which has contaminated vast tracts of land causing serious health problems such as a dramatic increase in cancer rates among the residents.

At the end of 2015, the plant will be definitively closed and with its closure the current occupants will stop performing certain procedures that prevent the pollution to reach the groundwater. Certainly, the closure of the plant and the future of the contaminated area will become yet again a highly debated topic in the local media. The group was asked to explore the possibility of redeveloping the site from a social point of view.

The students felt the need to explore how visible the issue of Caffaro is by investigating how much is known about the plant in its neighbourhood, where almost only migrants have settled.

Spatial Fragmentation

The group writes: “We engaged with the spatial experience of the site, noticing closed green parks, high-walled factory boundaries, unclear pollution warning signs as well as several community activity centres. We got a strong impression of fragmentation and a lack of a singular or coherent identity, spatially or socially. The large presence of migrants from multiple backgrounds, led us to wonder about their perception of Caffaro.

We believe engagement with local communities is essential to create common ground between actors involved. The key point of the interventions is to co-create knowledge of the factory to increase the sense of community by engaging local people in the development agenda.

Mapping Cultures and Languages

Sri addswe mapped the languages spoken by those who live or work around the factory and we proposed to engage the migrants in co-producting knowledge about Caffaro.”

Rui: “we proposed a map that shows where native speakers willing to share information about the pollution are located.”

Group: “The map is made for visitors, existing residents and also new migrants. In cooperation with LDA, newly arrived refugees can find ambassadors of their language/culture to visit and hear stories about Caffaro. Not only does this allow them to be informed about the pollution from the beginning of their stay, but it also has the benefit of increasing their social network as it connects them with long-term residents that share their language.”

Having recognised that the existing multiple narratives – amongst which alarmism and denial, indifference and resilience – should be equally represented, a second proposal envisions the creation of ‘community wall paintings’; an activity in which existing residents are asked to decorate the brick walls that enclose Caffaro’s premises.

“Not only will this make the factory (and its story) visible to everyone who visits the area, but it will also bring different local groups and people together in collective activities”.

The BUDDCamp is a 3-day design workshop, part of the MSc Building and Urban Design for Development’s Urban Intervention Studio where students bring together theory and practice by working on the proposal of innovative design strategies for specific urban issues. For the fifth time, the BUDDCamp took place in Brescia (Italy) in collaboration with the Local Democracy Agency (LDA) Zavidovici, an organization working with refugees and asylum seekers in the city.
