Claudia Sheinbaum and the future of Mexico’s Fourth Transformation

The original version of this text was presented at the seminar “Mexico’s 2024 elections and continuation of the Transformation” during the Latin America Conference 2024 on January 27th in Hamilton House, London. DPU’s Étienne von Bertrab was joined in the panel by William Booth (UCL Institute of the Americas) and by David Raby and María Pérez Ramos from Mexico Solidarity Forum.

On June 2nd Mexico will elect its first female president in 200 years as independent nation. It won’t be Xóchitl Gálvez, candidate of the opposition considered instrument of the country’s oligarchy, but Claudia Sheinbaum, an environmental scientist and social leader who has accompanied the political movement of Andrés Manuel López Obrador (AMLO) for over two decades. She is one of the founders of the Morena party and has admirably governed Mexico City this sexenio (six-year term) until stepping down last June to pursue the presidency.

Apart from this being a momentous event for Mexican society, the coming elections will be highly significant for the life of Morena after AMLO, as Claudia (for short) will be accompanied by five female gubernatorial candidates including leftist Clara Brugada who aspires to build on Claudia’s legacy in Mexico City. Indeed, as journalist Kurt Hackbarth puts it in his latest piece in Jacobin, “the next chapter in Morena’s history is set to be shaped by leftist women”.

The certainty I start with is founded both on AMLO’s remarkably high approval rates (unprecedented at this point in a presidential term) and on the numerous opinion polls that consistently give Sheinbaum a significant lead (20 to 30%) ahead of the opposition’s strongest candidate (Gálvez). But who is Claudia Sheinbaum and what could be expected from a second moment of Mexico’s Fourth Transformation?

There isn’t much space to elaborate on Claudia’s fascinating background and significant public life, but I would like to highlight some things from her trajectory and ways of thinking and doing.[1]

As a young student in the National University, UNAM, Claudia became an activist, first in movements of solidarity with workers and peasants and then as part of the wider student mobilisations of the 1970s and 1980s.  She took part in the Comité de Lucha of her university campus and became prominent in the Consejo Estudiantil Universitario (CEU), a movement in defence of public education, at a time when neoliberalism started creeping up in Mexico’s education system.

Claudia got her first degree in Physics and did a masters in Energy Engineering. She was the first woman to enter the doctorate in energy engineering at UNAM and to obtain, in this institution, a PhD in the field. As a young mother she moved with her family to Berkeley, California, to undertake her doctoral research, but even there continued her political activism. Together with other activists she bravely gave President Carlos Salinas de Gortari a hard time in a triumphalist visit to sell the North American Free Trade Agreement (NAFTA). She worked hard as student while nurturing her political awareness and social commitment towards marginalised communities in her work on energy.

As a climate scientist, Claudia was a contributing author to the IPCC’s Fourth Report. For this work the panel received the Nobel Peace Prize (2007). She is a respected scholar in the energy and climate fields, and academia is a part of her life that she never fully abandons (although her life might become even a bit busier for a while).

Due to her solid trajectory on environmental matters and their clear political affinity Claudia was invited by AMLO to be the environment minister for his government of the capital city, then called Distrito Federal, from 2000 to 2005. As minister, Claudia was entrusted with key projects and led significant initiatives.

She supported the struggle against the desafuero of López Obrador[2] and was fundamental in the documentation of the electoral fraud that stripped AMLO from the presidency in 2006 (his first attempt). We need to remember that, since then, Mexico’s government and the business elites worked closely in well-funded smear campaigns to portray him as “un peligro para México” (a danger for Mexico). After the 2006 fraud Claudia returned to her academic activities at UNAM, but never abandoned her political action alongside AMLO.

Claudia was key in the defence of energy sovereignty —a central component of the proyecto obradorista de nación that took AMLO to the presidency in 2018— and was a great mobiliser of women in defence of such sovereignty.

Once AMLO broke with the then leftist party PRD as it allied with the conservative alliance (PRI-PAN) when Enrique Peña Nieto took power, Morena was founded, first as a civic organisation, and later —after discussions in assemblies— as a political party. Claudia Sheinbaum was part of Morena’s foundational process. The rest is history. Morena competed electorally for the first time in 2015 and only 9 years later governs, together with its allied parties, 23 of the 32 states that form the Mexican federation. It could win a few more states in the coming elections.

As mayor of Mexico City, Claudia Sheinbaum’s government expanded fundamental rights to public education, health, housing, culture, dignified employment at a fair wage, sustainable mobility, and a healthy environment. It also drove significant innovation. For example the integration of a solar power plant (now the world’s largest in an urban area) in the city’s food market, and public and free Internet connectivity throughout the city. The accomplishments of her administration are impressive and long is the list of international recognitions and prices. Mirroring what occurs at the national level, public investment in infrastructure and social protection are unparalleled, achieved through republican austerity (not the neoliberal version) and good governance, including combating corruption, without incurring in additional debt. A recurrent argument of the opposition is that Claudia Sheinbaum is candidate because of being AMLO’s favourite (or its “handpicked successor” as it is often framed in the media).[3] This (also misogynist) trope neglects her outstanding leadership and the extraordinary results of her government, putting, for the benefit of all, the poor first.

Claudia Sheinbaum’s programme is under construction. An anachronic electoral law forbids candidates to spell out specific proposals until campaigns officially start in March. However, political documents and ongoing processes are useful indications:

  1. Proyecto de Nación 2024-2030, consulted and written by a special commission of Morena (before the candidacy was determined). It addresses 19 themes considered major challenges of the Fourth Transformation. More than 15 thousand people participated in this process.
  2. An initial diagnostic produced by Claudia’s closest team.
  3. The ongoing Diálogos por la Transformación, a public, participatory process coordinated thematically by a team of advisors (a transition team of sorts).

The dialogues’ resulting document will be presented in March and will complement both Morena’s project (abovementioned) and the programme registered before the National Electoral Institute, INE, which already indicates a boost in the energy transition, a further impulse for women, and a National Guard of proximity oriented to ending violence in the country.

Challenges are many and Claudia Sheinbaum won’t have it easy, not least before a huge popular movement in mourning with AMLO’s full retirement in October. AMLO has been an extraordinary leader and political mastermind and is impossible to substitute him. Mexico’s oligarchy will continue working hard to try to end the political project in power and lawfare is likely to intensify in the next administration, including attempts to seek US intervention. But Claudia Sheinbaum has many things in her favour, not least the demonstrated success of the Fourth Transformation, the palpable results of her government in Mexico City and, above all, her personal integrity. Undoubtedly, a key goal is to achieve a two-thirds super majority in Congress (dubbed Plan C), as this would allow constitutional reforms needed to expand, extend and deepen Mexico’s transformation.

In sum, barring an unforeseen reversal of circumstances in the country, Claudia Sheinbaum will be Mexico’s next president, taking office on October 1st, 2024, and this will be very good news for Mexico, for Latin America and for the world.

“The Limits of Consensus?”: Somaliland’s 2017 presidential election observed

Six months beyond Somaliland’s presidential election on November 13th 2017, “The Limits of Consensus?”, the final report by the DPU-led, UK government-funded international election observation mission, has delivered the mission’s findings. The report was launched in London in March; an event in New Zealand, host to a small Somali community, followed in April. More lies ahead: the report is the basis of a conference at the European Parliament in Brussels in late May. And in July, the report will launch in Somaliland itself, at the Hargeisa International Book Fair and Somali Studies International Association conference.

There’s a history between the DPU and the internationally-unrecognised Horn of Africa country, stretching back a decade-and-a-half. Mainly under the guidance of senior lecturer Dr Michael Walls (who led the 2017 mission), it encompasses women’s political participation, gendered settlements and land markets, as well as elections. This election marked the fourth time the DPU had observed in Somaliland since 2005, but the first in the leadership role, alongside UCL Consultants as project managers.

With the election repeatedly delayed since 2015 (partly by devastating drought in the Horn), short notice posed organisational challenges. In the end, 60 observers from 27 countries, recruited to balance local knowledge, election experience, gender and nationality, successfully observed 355 polling stations, some 22% of the total, across Somaliland’s six regions and 17 of its 21 districts, without serious security problems.

Stakes were high: with the poll following a tense election in Kenya, which saw observers criticised for being seen to commend a result that was nullified soon after in Kenya’s courts, international election observation itself was under question. Thus, the mission’s press releases and public statements, including the final report, have been carefully worded. Such efforts were not entirely successful—shortly after 2017’s results were declared, a piece in the Financial Times carrying the byline of the elected president, claimed that the election had been “certified as free and fair by a 60-strong team of international observers”. In fact, findings at the time, and in the final report, are far more nuanced.

As the title suggests, the stakes were high for Somaliland too. An incumbent president was stepping down, sharpening the contest between the ruling Kulmiye party and the two opposition parties in an executive-dominated system. Hopes were that the peaceful transition of power following the 2010 presidential election would not be a hard act to follow, and that a pioneering new biometric voter registration system (its implementation also observed by DPU) would lay to rest problems that had undermined the 2012 district and council elections. Yet with a political climate increasingly influenced by clanism, long-standing grievances from opposition supporters at Kulmiye’s long dominance and grumblings about growing inflation and corruption, a smooth path was by no means certain.

So it was with some relief that the three-week campaign and polling day itself went relatively well. True, the boisterous campaign saw outbreaks of that political must-have, fake news, alongside clanism, character assassination and isolated violence in the second week—but to loud disapproval from the electorate. There were notable firsts—the first-ever televised presidential debate in Somaliland, and the first participation in an election of some of the disputed eastern regions (allowing the mission to travel further eastwards than for past observations). And polling day itself—if not entirely flawless—was relatively peaceful, testament to an election well organised by Somaliland’s National Electoral Commission (NEC).

Sadly, the peace was not to last. Delays in counting votes saw wildly conflicting rumours of results circulate freely, alongside claims and rumours of electoral malpractice in favour of Kulmiye. With tempers running high, there was sporadic violence, and several deaths, before the candidate for Waddani, the main opposition, agreed to accept the results (without endorsing them) for the sake of Somaliland. On November 21st, the NEC announced the results, deeming Muse Bihi of Kulmiye the new elected president, with 55.10% of the vote. On November 28th, Somaliland’s Supreme Court upheld the result after receiving—despite the claims and counter-claims following polling day—no formal complaints, and the new president was inaugurated on schedule on December 13th.

Despite the deeply disappointing aftermath, the mission stands by its findings—of a well-organised election, albeit with many issues needing fixing, addressed in a long list of recommendations. Further, the irregularities observed were deemed not of sufficient scale to have impacted the final result.

So why “The Limits of Consensus”?  Mainly because Somaliland has been here before. On its long journey since declaring independence from Somalia in 1991, Somaliland has, in building its own democratic model—a process far from conflict-free—relied time and again on customary dispute-resolution mechanisms to pull a tense situation back from the brink. This suggests over-reliance on the customary systems that have taken Somaliland so far.

And, side by side with a regrettable entrenchment of clanism in politics, the stakes are increasing. Deals with the United Arab Emirates around the port of Berbera mean real wealth is at stake, and put Somaliland at the centre of a complicated mosaic of regional power politics. While the 2017 presidential election has been put to bed, the political and clan-based divisions remain. And a long-delayed parliamentary election, scheduled for March 2019 and sure to be a far more complicated contest than the relatively straightforward presidential one, is fast approaching.

If, and when, that poll goes ahead, the DPU hopes to again be part of an observation mission, to a successful poll. Most of all, the mission hopes that the long list of recommendations that closes “The Limits of Consensus?” will be taken on board. Perhaps with goodwill on all sides, the words “free and fair” can one day be used to describe an election in Somaliland—but by the election observers, not the political victors.

Between reception and exception. Engaging with refugees dwelling practices and the politics of care in the Italian urban context

Statistics confirm that more than 60% of refugees worldwide live in urban areas and in the future, this figure is likely to gradually increase. Such a global phenomenon is forcing us to think not only about how integration and systems of care and assistance have to be shaped, but also about the very nature of the city and their forms.

Cities are places where both migrants and non-migrants interact, be it through working, studying, living, raising their families or simply walking in the street. While cities offer great opportunities for migrants and refugees, at the same time they are also faced with challenges in creating opportunities for care, integration and inclusion. More than ever refugees and migrants become a concern of urban design. In the Italian urban context, the presence of migrants at different stages of their migration experience has triggered a complex system of reception and housing options. It is within this context of inherent contradictions and opportunities brought along by the practice of reception, assistance and integration itself that the BUDD Camp 2017 (integral part of the MSc Building & Urban design in Development Practice Module) embarked on exploring migrant’s dwelling practices.

Thanks to a long-term partnership with Associazione per l’Ambasciata della Democrazia Locale a Zavidovici Onlus (ADL), BUDD students visited Brescia (Italy) last February, to explore a variety of housing/hosting/reception typologies including centers, dormitories, and shared houses that house/host refugees, asylum seekers, and no fixed abode migrants.

 

In line with the practice of our partner, BUDD students would experience the different tensions that arise from local inclusive and integrated practices that are inherent in the multi-level governance of the so-called refugee crisis: between reception and exception; dwelling and transition; visibility and invisibility; proximity and distance; present and future; inside and outside; faith and despair.

Refugees’ lives are exceptional, suspended in a sine tempore condition, trapped in a country where they might not want to be, or they might not be welcomed, and forced to perform a role. Refugees are individuals who are in need for protection and shelter but because of this need are denied the possibility to live a full life, and forced into a condition of temporariness which compromises the very meaning of home in itself.

 

The meaning of home becomes political. Boundaries of homes have been experienced in the multiple forms of socialisation, appropriation, and narratives inside and outside the physical spaces of hospitality. However, that of reception is indeed a mechanism that often becomes a dispositive of control as it ensures protection only at the expense of individual freedom. Houses and homes where refugees are hosted have strict rules and limited freedom that govern the space and its routine and nevertheless refugees are asked to keep them with the same care they would have if those where their houses.

 

Social workers and volunteers engage with passionate political sensitivity with the refugees and struggle to deal with such limitations to reconcile the legal meaning of protection with the universal right to freedom and the political imperative to host and help. But nevertheless reception and care remains an opportunity. Especially in the meaning given by ADL, where reception is not about giving a roof, but building recognition and reciprocity, through social networks, job opportunities, interactions in the urban space.

ADL currently coordinate the SPRAR project (Sistema di Protezione Richiedenti Asilo e Rifugiati) that focuses on improving the integration of forced migrants in the city of Brescia and its surrounded municipalities. The SPRAR project aims to oppose the humanitarian approach where the refugee is seen as a ‘beneficiary’ and the person that needs help, an action which often leads to segregation from the wider urban community. ADL is currently questioning how to transform the top down governance system into something that addresses the needs of individuals, that is tailored on individuals. The project rather aims to stimulate self-awareness, autonomy and inclusion of refugees through individualised and targeted programmes.

 

ADL further recognise that integration and hospitality need to be systemic and relational; need to support each other and need to be well coordinated. Their work endeavors to emancipate the current policy that addresses refugees as alien to the society into a welfare that embrace refugees and residents as equals. Of course, there is no immediate solution but rather an incremental effort to push the boundaries of existing frameworks and transforming the systems of expulsion into an inclusive one.

 

Within levels of complexity, in a commendable effort to grasp most of what is possible in a short engagement timeframe, BUDD students have investigated individual experiences, spatial phenomena and potential alternative interventions. Strategies and interventions developed in Brescia seek to reinforce socio-spatial relations and the creation of new ones, to foster recognition and advancement on citizenship.

Through life story interviews, ethnographic observation, key informant interviews and participatory maps, the short workshop aimed to reflect on the efficacy and limits of housing and immigration policies and further expands from hospitality to integration issues, looking beyond dwelling towards inhabiting the urban space, intended as lieu of encounter and conflict.

 

Witnessing, learning and discussing LDA practices, ethics and operations have given a fantastic opportunity to learn about the complexity, the tensions and the opportunity of the urban design of refugee crisis, however in a small, short and incomplete manner. ADL works at the edge of the politics of care, between the ethical and the licit dealing with vulnerability, normative frameworks, and political struggles.

 

Their work made is made more challenging by the Italian context of austerity and cuts to welfare and social services, increasing unemployment and homelessness and proportional surge of nationalism and xenophobic sentiments. The unwillingness to receive strangers, migrants, ‘the other’ in general is on the surge, and unfortunately not only in Italy.

Reception has always been and remains a hot debate in the peninsula, and it reflects a wider trend in the EU context as well. The refugee identity and experience is questioning our own identity and our assumptions about space, places and design agency and it open an active interrogation of practices of recognition, emancipation and activations in any act of city making.

CAN Co-Creation: Reflection

In July 2016, the 4th Community Architects Network (CAN) Regional Workshop brought together community action practitioners from countries all over South East Asia. The first day was spent in Bangkok, Thailand, introducing the participants to the work done and challenges faced by CAN members in Thailand, China and India. The following five days were spent in groups – each focusing on a different sector of city development, for example the transport group, which I was part of – doing fieldwork alongside local communities in Chumsang City of Nakornsawan Province, Thailand.

“Today is just about listening,” we were told. That was how we started our fieldwork on the 16th of July. Focusing our attention on understanding the local communities of Chumsang, listening to their ideas, concerns and how they wished their city to be in the future. This was a challenge, particularly as most of us had spent the first two days of the workshop meeting and exchanging with many different people from Sri Lanka, Nepal, India, China, Thailand, Indonesia, Philippines, Vietnam and Cambodia. So by the time we arrived in Chumsang, my mind was already full of questions and ideas. I was excited and a little rushed to quickly understand the context of Chumsang, considering we had very few days to do so and then to, somehow, ‘co-create’ something.

 

Co-Creation was the theme of the workshop. It was described in the introductory programme as the “co-creation and design between man and nature through a process of understanding and respect”. Understood in this way, co-creation was very representative of the dynamics and needs of Chumsang. Like other similarly sized cities in Thailand, Chumsang faces many concerns related to its natural resources and landscapes, the loss of its cultural traditions, the changing dynamics of migration in its young and old populations and as a result the increasing day to day challenges in making the city livable, sustainable and lively.

Following this theme, the workshop in general had a loose structure that allowed space for conversations to evolve, take different directions and reveal those elements that were not immediately obvious about the city and its people. At first this way of working felt uncertain, unfamiliar and risky but as we were immersed in to the fieldwork, the friendly people and the excitement of it all, it became easier to go with the flow and allow our ideas and projects to develop in a very organic way.

As the transport and cycling group, we happily spent a lot of time on our bicycles, visiting the city and using any excuse to get on the saddle. By the end of the first day, it was harder to walk straight and our faces were quite pink from the sun, but it was through these rides around the city that we found inspiration to work. We even wrote a song!

Within the transport group, I felt very connected to my colleagues, not only by being part of CAN, which encouraged us to work together but also through our other interests, in my case cycling. In other cases, photography, culture, music, heritage and ecology brought people together to share ideas on making the city. These elements, represented through our different interests and hobbies, are also an important part of what makes cities vibrant and CAN Co-Create seemed to build on this synergy very well. It took a wholesome perspective toward community architecture and in this case, for the first time, at the scale of the city. I think this was one of its greatest strengths.

In this way, the opportunity that CAN workshops bring about by generating attention, bringing in professionals and practitioners from many contexts to work with local communities and catalyze change not only focused on one arm of city development but many. We established groups that addressed housing, mobility, politics, environment, culture, health and one that emphasized the connectivity and cohesion between these different elements at the level of the city. The workshop also became an opportunity for the mayor to come face to face with the energy of the city’s people, their desires and motivations and to engage in direct conversation with them about their different ideas for the future of Chumsang.

 

At the same time, this transversal approach also brought many communities to work together. We worked with two cycling groups, a group of elderly, the old market community, young school children, communities that were to be relocated and communities that had already been housed. Initially, it seemed that these different groups had their own motivations for participating in the workshop. However, at the end of each day, as we reviewed our progress and our findings, the work gradually demonstrated how intricately connected these different motivations and processes really were.

Although some groups progressed quicker than others during the five days of fieldwork, reviewing, changing and even starting over a couple of times; the level of involvement from community groups in the presentation of the outcomes, on the last day, was moving. It showed that these processes of participation intrigued people and invited them to feel part of something greater.

 

So although lengthy and sometimes frustrating, the time it took to build, validate and present ideas with communities, seemed to generate a collective sense of a ‘Community of Chumsang’. In a way, the notion of ‘co-creation’ really materialized through this challenging and timely process. Toward the end of the workshop, I increasingly noticed that people built on these connections and worked with them, moving around the room, between different groups, sharing information and presenting ideas in sync with each other.

Sharing is where everything starts

 

There were many things about the CAN workshop that motivated me but it is what happens after the workshops, which I find the most significant. How the transformative process that CAN workshops initiate, by bringing so many minds together in one place, can ripple out into a series of waves of transformation in other places; How those of us who attend the CAN workshop can carry our experiences and through them, diffuse the energy of CAN into existing and new networks. After the workshop I was left with this intrigue, excited to see what happens next.

 

The workshop produced Facebook groups [CAN Co-Create Chumsaeng City & Unsung Stories of Chumsaeng); brought cycling movements together to carry out a collective ride throughout the city with the support of the police; created brochures to promote tourism, made a song and proposed many other small achievable projects that the local communities could carry on after the workshop. I see these outcomes as small actions and tools that are practical and achievable in the short term but which have the potential to keep co-creation running by “people’s process”, as we like to say, in the long-run. If people follow up and use them.

A month later, I am visiting some of the CAN members in Vietnam. They have been great hosts, showing me around and teaching me about the beautiful city of Hanoi.

 

“Sharing is where everything starts” says Houng, one of my hosts and also a CAN member. Being back in conversations about community practices reminds me of my intrigue, what happens after the workshop? How does the transformative process of CAN Co-Create continue?

 

Still excited from the experience, I’ve noticed some signs that suggest the transformative process is still running. The actions that we took and the ‘web’ of tools that we began to create seem to have given the ‘network’ a potential to catalyze this process. Believing it all the more as I listen, discuss and exchange with people who, despite having returned to their busy lives, are still talking about visiting Chumsang again, strengthening the CAN network in Vietnam and even about extending the scope of the existing one.

Brexit and Its Malcontents

The hateful Brexit campaign has a lot to answer for. The few at its helm have emboldened racists and racist acts and have caused many to be fearful and many more to feel unwelcome or reviled. This is a tragedy that can’t be wished away.

But I fear that the outcry after the result is patronising to the very many who voted to come out of Europe for a multitude of reasons or whom  felt excluded from the EU as a set of institutions. While the issues may have been poorly drawn by mainstream media and presented ineffectually by campaigners; I’ve no doubt that millions voted as a result of a careful evaluation of the issues as they saw them.

In my view, there needs to be a legitimate space for airing and discussing those feelings as well as, and in relation to, the fears and attitudes concerning racism and xenophobia.

It is both depressing and concerning that these views have been pitted against one another. It is also alarming that those choosing to leave the EU have been tarred with the same brush as the Brexit campaign itself. The campaign revealed itself to be mendacious and its central strategy was to stir up animosity.

However, choosing to leave the EU was not an automatic vote of support for this invidious campaign. Voters were asked about membership of an institution with contradictory policy objectives and a multifaceted identity. It was a straightforward question – in or out –  but the choice itself was not straightforward.

The EU is undeniably multiple: it is at once a commitment to peace between historically volatile nations; an expression of open borders and a series of safeguards against social and environmental harm. Other imaginaries perceive  it rather differently; as is an elitist entity, an instrument of neoliberalism, an interfering authority or a self-serving confederation facilitating the plunder of sovereign states’ wealth and consuming resources at a time when public spending is being squeezed. For many others, myself included, the Union has symbolised several of these conflicting perspectives.

Whichever imaginaries voters were drawn to, there is little doubt that many were ignorant of the history and finer workings of the EU and its political economy – but this goes for both the brexit and remain supporters. For these reasons, the complexity of the issues at stake and the multiple imaginaries at play inevitably belie any simplistic analysis of the referendum result.

She argues that issues of race are inherent to EU politics and have infused this referendum but I don’t take from her piece that all ‘no votes’ are simply racist votes. The article doesn’t set up a crude division between broadmindedness and prejudice, a division which has been all too prevalent in the last few days of Brexit reportage.

Attention to whiteness by contrast opens up a space for a conversation not simply about where people situate themselves in arguments on immigration and multiculturalism. Attention to whiteness is one powerful way to destabilise some of the unhelpful and inevitably marginalising rhetoric we’ve been subject to. She asks instead ‘What does it mean that those who now are expressing ‘concern’ about a surge in xenophobia have previously had little to say about everyday and institutionalised racism and violence that people of colour experience?.’

I believe that, like race, class is imbricated in the referendum fall out. The EU is above all a set of institutions which regulate the nature, rhythms and movements of workers’ bodies –  black and white bodies.

And yet different people’s experiences of this regulation will inevitably be diverse and divisive. Another reason why the analysis has to be nuanced; to allow those experiences and grievances – which are not the same for us all – to be validated. Those disenfranchised on low wages and, or those marginalised by the not so subtle codings of racism must be heard and understood with respect to complex social relations, not pitted against one another in a story of heroes and villains.

What initially concerned me about the early referendum reportage is the way it has played out like a game of top trumps: who is the biggest felon or the most put upon victim group – and who has the most legitimate grievance? Are the (mostly white) residents of Seaburn in Sunderland working class heroes who have simply had enough of austerity or are they hatemongering proto-nationalists? And too much coverage talks in terms of ‘they’ when, as I see it, the publics are not clearly interpellated by the poorly orchestrated debate.

Of course I am not so naïve as to think that at least some of the public discussion wont cause conflict or be hateful or racist. And I am one of the last to romanticise the ‘working classes’.  Surely there is a class and race geography to the voting, but it is far from clear-cut.

I also know that there wont be one truth to explain what has happened or a single social movement to coalesce around going forward, but trying to make sense of this confusing and divided time seems important.

Another so-called split I haven’t yet started to get to grips with to is the apparent division between the ‘younger’ and the ‘older’ voters – with disproportionate older voters seeking  Brexit and many younger ones favouring the current arrangements. In a climate of pension crises, youth unemployment, onsies and adult colouring books what does this mean I wonder?

But I guess what I am left really pondering is whether there is a way to acknowledge the fear and bad feeling caused by the apparent shock result while also thinking about what an alternative kinder and more open politics could look like? One that acknowledges how unhappy some folk are about the status quo , but that doesn’t white wash a history of colonialism and marginalisation ? I do hope so. And I hope too that any emerging solidarity first gives room for the expression of manifold, conflicting and complex feelings of those celebrating the result or grieving this separation.

Power and Politics: A reflection on political settlement

To many – perhaps more today than in some generations past – ‘politics’ is a dirty word. Yet the political permeates our social lives on the most personal of levels as well as more generally. And the twin sibling of politics is power; specifically it’s exercise and pursuit. Perhaps the thing that most upsets many of us about ‘politics’ is what we perceive as the naked or covert use of power for personal betterment. But there’s a complication there. As much as we tend to presume that unbalanced power is a bad thing, the reality is that the stability of human societies through history and around the globe rests on just such imbalances. And personal interest occupies an uneasy yet always central motivator in the exercise of that power. In some ways, it is hard to even conceive of power in terms other than in some unbalanced sense. After all, if one person possesses the ability to compel someone else to do something, then that represents an imbalance in itself. There’d be no compulsion if the person compelled didn’t accept the authority of the other. Which highlights the difficult balance we need to try and find as human societies if we are to balance some sense of social justice with the sort of systemic efficacy we must aspire to if our states are to be run with reasonable efficiency.

The idea of the ‘political settlement’ that lies behind this project encourages examination of the nature of those balances in the political realm.

But we can also think of power in different ways. The sense of power as an imbalance in which one person can compel another, which I’ve just described, is what Andrea Cornwall and John Gaventa called ‘power over’. But we also sometimes think of power in different terms. For example, the power to do something is usually more about the capacity we have to act, and we sometimes also talk about ‘inner’ strength; the power we gain from within ourselves. Not quite the same as the capacity to do something because it refers more to strength of character or resolve, but that can connect with capacity as well. There is also a sense of power that labour unions, amongst others, have often used: the power of unity or solidarity. The power we gain by working together with others of like mind.

The ‘Political Settlement in Somaliland‘ research project is designed to dig deeper into some of the attitudes that women and men have to each other’s political engagement, and to find out more about how those attitudes are reflected in the ‘political settlement’ that underpins what has become an enduring peace in Somaliland. In so doing, we will be thinking hard about how different kinds of power are exercised by women and men in Somaliland: both in the negotiations, debates and decisions that form the political settlement, and in the actions people take or have taken in an effort to influence those decisions.

It is axiomatic that one of the most persistently asymmetrical balances of power is where it relates to the roles of men and women in a society. A growing body of research has focused on Somali state-building, and particularly on Somaliland, and there have been a number of studies on gender roles in that context. We are aiming to explore the ideas at the intersection of those concerns by trying to understand more about the assumptions and positions that shape social relations for men and women. That links strongly to a number of specific areas, including violence against women and girls, which seems to have worsened even while stability has been consolidated.

We are still in the relatively early days of the research, and are currently collecting primary data. There’ll be numerous updates of one sort or another. Keep an eye on the research microsite for new material.

Dr. Michael Walls is a Senior Lecturer at UCL’s Development Planning Unit (DPU) and Course Director for the MSc in Development Administration and Planning. He has twelve years’ experience in senior management in the private sector and lectures in ‘market-led approaches to development’. For some thirteen years he has focused on the Somali Horn of Africa, and most particularly on the evolving political settlements in Somaliland and Puntland. He is currently leading a research project focused on developing a gendered perspective on Somaliland’s political settlement. As well as undertaking research on state formation and political representation, he has been a part of the coordination team for international election observations to Somaliland elections in 2005, 2010 and 2012 and is currently observing the 2016 Voter Registration process. 

MILEAD Fellows: Exemplifying Feminist Leadership at the 60th session of the Commission on the Status of Women

On March 16th, 2016, when I arrived at my first event for the 60th session of the Commission on the Status of Women (CSW) at the United Nations headquarters in New York, I realized something very profound. As a social development practitioner, this is one of the few times I’ve experienced young African women as the primary narrators of issues affecting African women and girls in their countries and communities.

The Moremi Initiative for Women’s Leadership in Africa (Moremi Initiative) hosted the session entitled “Enhancing Young Women’s Voices for Women’s Empowerment and Sustainable Development: A Multi-generational Dialogue with Emerging African Women Leaders”. As the girls on the panel presented, the aim and the focus of the Moremi Initiative became clear to me. The organization “strives to engage, inspire and equip young women and girls to become the next generation of leading politicians, activists, social entrepreneurs and change agents”. This is achieved through the MILEAD fellowship (Moremi Initiative Leadership and Empowerment Development), which selects young women ages 19-25 from various African countries and the Diaspora to sharpen their leadership skills via trainings, mentorship, networking and resource mobilization. The twenty fellows showcase members of different cohorts from 2009-2015, and represent more than 15 countries attracting a wide audience including 2011 Nobel Prize Laureate, Leymah Gbowee who supports the organization and provides mentorship to the fellows.

While reflecting on this experience, I had a strong sense that an essential ingredient in successfully bolstering African women and girls as change agents is the organization’s emphasis on transformative, feminist leadership. So, I had to ask myself, “what defines this kind of leadership, anyway”? My definition is derived from authors like Srilatha Batliwala (Batliwala, 2010), who believe that it requires engagement with power, politics and values. I will now outline the ways in which I believe the Moremi Initiative cultivates this type of leadership.

  1. Moremi, Power and Politics

On the surface, Moremi Initiative may appear to be another leadership program. Yet, what makes it formidable is that it is not soliciting African women’s participation in predefined projects affecting them and their communities. Instead the organization acknowledges that African women and girls hold the solutions and must define and set their own agendas. To this end, Moremi Initiative equips fellows with the tools, resources and the space to negotiate their own narratives’ and set the agenda for social change in their regions, countries and communities. Fellows get connected to powerful institutions while being provided with a dynamic support network and training to chart their course as emerging leaders. With these new skills, fellows are able to effectively articulate and advocate for the issues that affect them, their peers and women and girls broadly. One of the fellows who spoke at the CSW event identified this as one of the most important components of the program. Elizabeth Jarvase from South Sudan explains, “After joining the Moremi Initiative, I have represented South Sudan more than three times internationally, simply because ‘Moremi’ gives young African women space to develop and grow; it creates opportunities, and it provides the tools and skills needed to focus and advocate for our different causes with passion and integrity”. One of my favorites moments at the panel entailed Elizabeth putting forth a discussion on the human rights abuses related to the current civil war in South Sudan. She then eloquently asked the audience to reflect on how we can use our knowledge, abilities and power to end the suffering of women and children in this crisis.

 

  1. Moremi, Politics and Value: embedding women’s empowerment in social justice

One of the aspects I revere the most about the Moremi Initiative is the way in which feminism is treated as an integral part of social justice work in Africa. After one of the MILEAD trainings, a fellow reflected, “I also got enlightened on the term feminism which interested me a lot because of its concepts. I also got to know that it is a very good term, and in my own understanding I have come to define feminism as having equal rights and opportunities between men and women” (Winnie, 2015). Many of the girls in the program come from diverse backgrounds and advocate for an array of issues ranging from youth empowerment to clean water, not all are overtly related to gender. Yet the choice to introduce and engage with definitions of feminism is both political and indicative of a value that upholds gender equity. I believe this is essential to achieving a type of leadership that places African women at the forefront of social change.

  1. Moremi: creating resilient leadership and values through inter-generational mentoring

Another objective of the MILEAD program is to “build intra and inter-generational solidarity that cuts through borders”. I witnessed this while attending the 15th anniversary gala celebrating the African Women’s Development Fund (AWDF), and it was magnetic to see the confluence of generations in the same space. Described as being “at the forefront of the African women’s movement, AWDF supports the work of African women’s organizations and activists throughout the continent” (Siyonbola, 2016). The organization boosts of a dynamic and pan-African network, which is why Moremi Initiative prioritizes bringing fellows into these spaces to ensure the building of bridges across generations. This not only maintains the legacy of African women’s leadership, but also engenders the emergence of fresh new ideas and issues from younger generations.

I want to conclude this reflection from a place rooted in my own personal history and experience. I am a non-African woman, raised in the United States. As an ally, I believe one of the best ways I can support the Moremi Initiative is nurture deeper relationships and leverage opportunities to grow, and acquire relevant knowledge and skills about Africa, women and girls. When all is said and done, for me it is important to always be conscious that this platform is ultimately about the voices and decision-making of African women and girls.

After all, this is what moved me most about the Moremi Initiative’s participation at the 60th session of CSW: many individuals, including allies, partner organizations and donors aided in getting the fellows to New York. Yet the stories heard in the room that morning — the topics of discussion — were all determined and articulated by bold, visionary, resilient and emerging young African women leaders.

Mexico: Where does hope reside? (Part I)

Mexico is going through turbulent times and its future looks, if not pitch black, then highly uncertain and complex. This is a personal attempt to make sense of recent developments and to share some reflections on causes, implications, and sources of hope.

The recent wave of high-level corruption scandals and particularly the forced disappearance of the 43 rural students from Ayotzinapa, Guerrero, have been, for a majority of Mexicans, the straw that broke the camel’s back. Studies over the last few years had already shown a steady decline in levels of trust in State institutions; however, trust has reached an all time low and there are calls to ignore and boycott the mid-term elections this summer. Although most attention is placed on the machinery of corruption and impunity of PRI (the infamous political party that ruled Mexico for 70 years and came back to power in 2012), people are losing trust in all political parties.

Mexico has the worst political class in decades” concluded a recent panel on democracy and elections held at IBERO University. Internationally, only a year ago mainstream media made reference to ‘the time of Mexico’ and Time magazine portrayed president Peña Nieto as saviour. The Economist, which had praised his constitutional reforms – particularly the juicy energy reform that allows the privatisation of oil – has now referred to him as “a president who doesn’t get that he doesn’t get it”. For The New Yorker, the President himself is the clearest example of corruption in the country.

But corruption and impunity have been there for a while and the distance between the political class and ordinary people has been widely perceived and commented upon. Why are so many Mexicans in the streets over and over again, shouting ‘enough is enough’ and getting engaged in the public sphere in ways never seen before? Behind the Ayotzinapa case are around 100,000 deaths and more than 23,000 disappearances since 2006 (according to official figures), plus 150,000 displaced people according to Freedom House. Unsurprisingly, those affected the most are the poor and the marginalised amongst Mexican society.

More than two decades of neoliberal restructuring and particularly the culture of capitalist cronyism built by those in power, have benefitted only a few while too many women and men continue to live in poverty. Not to mention indigenous groups who for centuries have been victims of oppression and dispossession (for most, little has changed since colonial times). Across the country over 7 million young people can’t find opportunities to study or work and thus are unable to imagine a future in their own country. Apart from the negative effects on human development the country is losing its ‘demographic bonus’.

There is simply too much suffering in so many families and communities, and too few provisions to deal with the repercussions of eight years of crude violence on top of the generalised sense of injustice. The situation of human rights in Mexico, according to Amnesty International, is now the worst in the American continent.

In the latest developments, while the federal government declared the official investigation on the 43 disappeared students ‘closed’ last week, a new journalistic investigation revealed that most of the government’s ‘evidence’ was obtained through torture. The federal government will surely defend its version (referred to as the ‘historical truth’ by the attorney general) with full force, and repression to protestors is likely to escalate. These practices should also not come as a surprise: according to Human Rights Watch, there have been over 9,000 complaints of abuse by the army since 2006.
