Taste of Cement

In Spring 2019, I received three invitations to participate in or lead workshops about urban planning and conflict. One was a staff workshop, another was a student-led workshop, and the final email was about workshop I had proposed to run as part of the Royal Geographical Society’s International Conference. Academics and practitioners have been discussing planning in the context of conflict and ‘post-conflict’ states for decades, but it feels as though there is a lot more to say, figure out, and do, in the urban planning discipline when it comes to conflict, violence, and contestation.

I’ve been working in/on Lebanon since 2016: a country which is typically labelled ‘post-conflict’ by journalists and academics. But conflict is not consigned to Lebanon’s history. The Lebanese Civil War might have ended in 1990, but, as the label suggests, conflict is not irrelevant. Lebanon, according to those who use the label, exists in an in-between time: shaped and haunted by its past, whilst trying to look forward, striving to locate itself beyond the ‘post-’.

Such efforts do not happen in a vacuum. Whilst planners, architects, policy-makers and other residents might focus their energies on rebuilding their cities and putting conflict behind them, there is always something which complicates, or disrupts, a smooth transition out of conflict and into peace. Art is very good at reminding us of that which exceeds our intentions and actions. It points to the margins of our view, signals the existence of an uncomfortable truth, and asks us to take notice.

Ziad Kalthoum’s film, Taste of Cement, was launched in 2017, six years after the outbreak of war in Syria. The Development Planning Unit, the Institute for Global Prosperity and the RELIEF Centre hosted a screening of Kalthoum’s film in June, as a continuation of the conversations many of us had been having about planning in times of conflict. The screening was followed with a Q&A with the director, who answered questions from his home in Berlin (he is no longer allowed into Lebanon following the release of Taste of Cement).

In his film, Kalthoum follows a group of construction workers from Syria as they go about their daily lives building a high-rise block in Beirut. Trapped in a circadian rhythm that seems particular to the mundane, repetitive work on the high-rise building, the construction workers rise, march solemnly through the basement floor and into the whirring lifts, up and up into the Beiruti skies. They spend a day drilling, mixing and fitting, before they descend into the basement of the building, where they sleep.

And yet, their day is punctuated by moments of intensity. Once they’ve got back into their makeshift rooms, they meticulously search news websites and local updates on their phones and on the TV screens. Kalthoum does not provide his audience with any explanation of what this means, but we can imagine this is the painstaking filtering of images and text for news about home towns, neighbours and family members.

The film is reminiscent of a song. There’s the lulling effect of a steady rhythm (the circadian rhythms of daily life on the construction site) and the brief crescendos which arrest our attention (the footage from tanks as they crunch their way through debris of Syrian towns and cities) before a plunge into quiet respite (underwater scenes of wartime debris off the Lebanese coastline). The song envelops both Syria and Lebanon, periods of destruction and construction, linking places and times in visual and aural motifs. We are left with a sense of inevitability, of being trapped in a cycle. The construction workers don’t explain how it feels to live this life. Kalthoum gets us to feel it, before we’ve even thought it.

By dwelling on the movements of migrant workers in Lebanon, Kalthoum signals the reliance of reconstruction efforts on continued conflict in Syria. By gaining access to the building site, Kalthoum shows us that which threatens our sense of linear progress out of wartime and into peacetime.

Of course, this relationship is not inevitable. People, corporations and governments stand to gain from it, and do what they can to hide the uncomfortable truth from publics. However, these characters are conspicuously absent from Kalthoum’s film. At least, they are absent in human form. But inequality is felt in the atmosphere: the expansive view of the city’s coastline from the top floor, the bright lights from digital billboards which illuminate the night, gesture towards another way of life that is completely inaccessible to the migrant workers who are not allowed outside after 7pm. In the Q&A, Kalthoum dwelt on the powerful actors implementing these rules and facilitating the continued inequalities which trap people. Kalthoum himself had to navigate them: he only gained access to the building by pretending to be making a positive film about the developer’s ‘beautiful building’, having been refused access to other sites several times.

However, something does tie these people – migrant workers, elite purchasers, developers, residents of Syria and military men – together. Cement is the material that intimately connects lives across the divides, international and social. In Kalthoum’s film, cement is multifaceted. It is hard and liquid, immobile and unfixed. This, I believe, is where the hope is supposed to lie. In his focus on cement, Kalthoum is saying there is something that is not inevitable about the cycle that traps places and people. In cement, there is chance, change and choice. And that is what we, as planners, architects, residents of cities, need to remember. Film, as a critical art form, leads the way for thinking about and simultaneously outside of the frameworks that seem to define places as contested, in conflict, or emerging out of war.

Cultura Negada: Reflecting on Racialised Urban Violence and Practices of Resistance in Salvador da Bahia, Brazil

Prominent academic debates around violence in the city most often seem to be concerned with how structural economic and political drivers codify violence into the urban space. To appropriate Harvey’s terminology, with how urbanisation by dispossession – in other words marginalisation – of urban groups contributes to increasing crime rates and gangs-related violence. It is only in recent decades that ‘institutional’ abuse  – perpetrated by police forces under the blind eye of the Hobbesian state – as well as more structural forms of selective and – most often –  race-based violence are confronted[1]. And yet as a category of analysis of the urban, violence emerges as a causally less linear and more nuanced construct.

Measurability of course is an issue and deserves being questioned. What indicators are taken into account when defining urban violence? What types of data are considered? Who collects them? How are they read and  disseminated? The action research conducted in Salvador, as part of the MSc Social Development Practice overseas field trip, has evidenced how municipal – and national – indexes reflecting increasing rates of homicides as related to organised-crime, robbery and drug trafficking overlook important aspects of the realities of violence lived everyday by vulnerable urban communities. Vulnerability on its end also warrant a discussion on methodology. Drawing from the Participatory Action Research (PAR) tradition in urban planning, vulnerability is here understood as socially (re)produced and as related to asset ownership (Moser, 1996; drawing on Sen, 1981) and the capacity to cope with shocks; whether environmental, economic, political or all of these combined.

In this blog series, I undress some reflections on how Salvador, the blackest city of Brazil, epitomises such a nuanced appreciation of how violence is urbanised, that is, how it becomes spatially codified in the city;  and in turn is itself an agent of urbanisation. Graffiti[2] is offered as an entry point for the analysis.

In context..

The Bahian capital is a city of contrasts and embodies the clash between the gentrifying force of globalisation as it manifests in the built environment and locally grounded social action reclaiming identity as forgotten history. Identity as ethnicity. Identity as part of the rich African heritage of Brazil and its institutional neglecting. As Kwame Dixon (2016) aptly elucidates in his book Afro-Politics and Civil Society in Salvador da Bahia, Brazil, the country abolished legal slavery in 1888, but provided no institutional mechanism to free former slaves from racial discrimination. Almost a hundred years later, when Brazil returned to democracy in the 1980s, burgeoning blocos afros[3], black social and political movements revendicating Afro-Diasporic consciousness emerged to seek racial justice and equality, to claim their ‘right to the city’ as a right to live and exist in the city.

 

Despite having one of the oldest and largest black populations of the Americas, Salvador has never elected a black mayor nor has the Bahian State chosen a black governor to date (Dixon, 2016). And, if urban violence seems to follow the racial and spatially confined pattern of poverty in the city, with residents of majority black, poverty-stricken neighbourhoods being more likely to be killed than their better-off, white neighbours (Chaves Viana et al, 2011; Huggings, 2004); institutional memory as well as public opinion as shaped by the media exert more intangible, narrative forms of violence on these vulnerable groups. These narrative forms of dispossessions become activating agents of citizenship and identity revindication from within the city.

I wanted to talk about cultural syncretism, I ended up taking about violence…

It would be amiss to document and account for the richness and multitude of cultural manifestations in Salvador without engaging with how these are shaped by violence in the city, and how, in turn, they impinge on it.

A graffiti tour of Ladeira da Preguiça, literally “Slope of Laziness” helped vividly retrace the institutionalisation of racialised violence in Salvador. In the 17th century, the road, which historically connected the port area[1] (cidade baixa) to the upper city[2] (cidade alta), was used by African slaves to carry goods on their shoulders while being shouted at “to move faster” (Moreira, 2018). With the development of more easily accessible routes in modern[3] Salvador, the Ladeira and its people were abandoned by public power. The area, as a result of its narrow streets and vacant warehouses, slowly lent itself to organised crime and, most recently, to drug-trafficking.

In recent years, the stigma[1] of violence and insecurity –which is almost as damaging as violence itself– eventually provided the perfect justification for the municipality to push forward a privatisation project that was meant to regenerate –and gentrify– the area. Local moradores (“residents”), however, joined forces and, in 2013, collectively mobilised to rehabilitate the Ladeira, reconstructing collapsed mansions and painting decaying façades with colourful graffiti referencing the African Diaspora; exposing Brazil’s institutionalised culture of exclusion as a means to call for the city to remember and for reclaiming their housing rights. A vibrant cultural centre was founded by residents themselves, Centro Cultural “Que Ladeira é Essa?”, to breath a culture of resistance through art. By calling attention to Brazil’s rich African heritage, the centre offers classes of  capoeira, afro-samba dance and percussions as well as painting and graffiti workshops. Cultural offerings then become an element of aggregation, an instrument for articulating a powerful counter-narrative to deconstruct stereotypes.

To say that civic action is a reaction to violence would be simplistic and necessarily reductionist. Nevertheless, the tradition of survivalism through art and symbolism[2] has permeated the urbanisation of Salvador as emerging from the oppression and structural exclusion of black populations within the city (for a comprehensive analysis of the evolution of Brazilian popular culture read: Assunção, 2003).

 

Reflecting on causality

On the one hand, local practices of resistance rooted in the syncretism of Salvador’s condemned[3] neighbourhoods are an unapologetic expression of resistance to the stereotyping narrative of the city. A violent narrative of violence; one that lexically and imaginatively reduces majority black-afro-descendant communities to urban realities of degradation, crime, and carencias (“deprivations”) . A narrative that is reminiscent of colonial oppression and a revivified vehicle of neoliberal domination.

On the other, it is precisely because of this concatenated cycle of oppression-marginalisation that non-white urban communities find themselves more exposed to violence stemming from their surrounding, built as well as non-built, environments.

 

In this direction, there is room for critical urban theory to expand its scope to explore how violence – and even more so the fear of it – shapes city making. In fact, if market forces and political discourses are key determining factors in the urbanisation of violence, in its physical as well as narrative manifestations, violence too influences how people (re-)claim the city, how they move inside the city, use collective spaces, build or adapt their houses.

 

Our co-investigation with local urban collectives and social movements in Salvador has revealed how urban violence and fear thereof shape the social production of urban habitats and community practices around culture, housing, use and production of collective space and mobility. Further considerations and findings from our field trip will be collated in a report produced with our partner, the research group Lugar Comum, and published in the coming autumn.

Modernity meets Informality at the reclaimed portion of Osborne Foreshore

Every day on my way to work, when I cross Third Mainland Bridge and look to my right, I see the type of planning portrayed by conventional wisdom as progressive, reformist and modernist in its contribution towards attaining societal goals. In Lagos this is manifested in the high rate of construction activities observable in Osborne Foreshore, Banana Island, and Lekki axis.

These developments demand the reclamation of large expanse of land, raising environmental concerns. However, when on my way back home and on the other side of the bridge, I see ‘blighted areas‘ such as Makoko and Okobaba; [1] they remind me of what Oren Yiftachel referred to as the dark side of planning – where government actions or inaction leads to the marginalisation, oppression, and impoverishment of citizens.

The accumulation of wealth in places like Osborne Foreshore is in stark contrast to the endemic poverty prevalent in places like Makoko and Okobaba, hence resulting in a great divide. However, of greatest concern is the fact that government action and/or inaction is – whether knowingly or unknowingly – reinforcing, reproducing, deepening and institutionalising the divide.

My concern is premised on the belief that the government’s infrastructural development drive, which places emphasis on road infrastructure, is based on the hegemonic assumption that all citizens, in spit of their of diverse socio-economic backgrounds, will benefit equally.

An example is the 1.36 km cable-stayed Lekki-Ikoyi Link Bridge built at a cost of N29 billion of public funds (approx. £93 million/$145 million). Although lauded as a good initiative, more pertinent questions to me are, who are those benefiting from the presence of the bridge? Whose productivity, livelihood and wellbeing does it enhance? Whose position is it privileging?

I would posit that the government is, whether by design or accident, indirectly subsidising the means through which the elite/property class can ensure their livelihood and wellbeing at the expense of the poor/non-property class. Especially when such interventions are substantiated with discriminatory and exclusionary acts such as not allowing commercial means of transportation – the main means of mobility for majority of Lagosians – to use the Lekki-Ikoyi Bridge.

Such practices have been revealed to be detrimental to sustainable development and akin to what David Harvey termed ‘the quiet redistributive mechanism’, which helps to maintain or widen the socio-economic gap.

My thoughts therefore are: if government can subsidise the wellbeing of the elite/property class, why same cannot be done for the poor, marginalised and non-property class? A good opportunity for such was when residences of Makoko submitted a regeneration plan for their area, which was rejected by the government on the basis that the community did not have legal title to the occupied land. [2]

I view this as a missed opportunity for local collaboration and partnership with these community-based organisations, especially those designated as ‘blighted areas.’ This could be used as the basis for developing an alternative model for urban development and slum/informal settlement upgrading in Lagos, hence setting a precedent which could have been gradually institutionalised through wider public learning.

This is given added significance in view of a statement by officials of the Lagos state government, in a 2008 Cities Alliance report, confirming the limited implementation, success and, sustainability ratings of the government’s approach towards slum upgrading.

I am of the opinion that if the government really wants to promote sustainable and inclusive development, it needs to take deliberate actions to ensure the poor and marginalised are not excluded from accessing opportunities for wealth creation.

Also of importance is seizing opportunities, such as the Makoko scenario, when they arise to expand the room for partnership and collaboration with poor and marginalised communities. This is because, as aptly pointed out by Agbola & Agunbiade, “marginal people are unlikely to have access to the resources that are required to overcome the restrictions imposed by marginal environments and thus enable them to live beyond the limits of subsistence”.

I believe that if the government does not take deliberate steps to address the great divide we are currently seeing, it will result in the continuous fragmentation of Lagos along the lines of socio-economic conditions and levels of infrastructural development.

Elections and the homeless: who is heard?

With the UK elections creeping up on us, on the 7th May, I’d like to grapple with the volatile question of elections for who? Given the general apathy towards voting and politics, and the Guardian asking us, “are you engaged and energised by the election campaign – or can’t wait for it to end?”, I find myself considering: who is being represented in the political sphere, and are those marginalised by society being heard? On the MSc Social Development Practice, we have been exploring the importance of hearing from those who are regarded to be on the margins of society, and how their voice can be articulated to generate new knowledge and approaches to urban development.

IMG_0668The government encounters complex challenges in identifying those experiencing homelessness, particularly with the presence of the ‘Hidden Homeless’, who typically reside in bed and breakfast hotels or sleep on friends’ sofas. As such, there is no distinct voting classification for the homeless as a ‘sector’, but rather these individuals are grouped with those living in social housing.

My personal concern is that government fails to recognise the diversity between those experiencing homelessness and those in social housing – and thus an ignorance of the difference between those who benefit from the state, and those who appear to fall outside the system. Although those experiencing homelessness have a right to vote and exercise their voice in society, figures indicate that while 74% of homeowners turned out to vote at the last UK election, only 55% of those living in social housing (and those experiencing homelessness) voted. Such statistics would indicate that many of these individuals are not articulating their voice.

Democracy for who?

While the government maintains that it is working to ensure homeless people have and can access their rights, organisations such as Homeless Link ask: “are residents of social housing and homelessness services really part of democracy?” The government might argue that rough-sleepers’ right to vote indicates that they can access the ballot along with the rest of society – but are they doing so? Those experiencing homelessness need a declaration form from local authorities to vouch for them – but will such bureaucratic hurdles actually encourage individuals to engage in the system?

Encouraging homeless voters

The ‘Your Vote Counts’ scheme is an initiative funded by government, aiming to engage rough-sleepers and those in social housing to participate more actively in democratic practices through voting. This is a great encouragement, and I look forward to seeing how such initiatives will materialise in the upcoming election.

With growing inequality in the UK, the voices of the marginalised are vital if we are to develop our society into one which safeguards all members of our community. Organisations such as Homeless Link are working diligently to encourage such engagement, with a recent article endeavouring to break down the barriers for those experiencing homelessness and provide clarity on themes such as:

  1. Have a say on important issues
  2. Make sure decision makers don’t ignore your views
  3. Improve your credit rating
  4. No fixed address? No problem
  5. Keep your information private
  6. Register online in minutes
  7. You don’t have to go to a polling station

Individualism or Dependence?

My question to all (and to myself), is how can we engage those experiencing homelessness – and others who have become marginalised by social structures – to contribute in the political sphere? How can we encourage such individuals into invited spaces for participation, to learn from their experiences and create substantive change for our society? [1]

No matter who comes into government, whether you believe in the power of the welfare state or not – it is important that we don’t forget our individual duty to care, outside of the model propelled by the state. At the third annual conference on Homelessness, Social Exclusion and Health Inequalities, Dr Lynne Friedli, author of Mental Health, Resilience and Inequalities, highlighted that dependency is not failure, but rather a feature of being human.

As a sense of community is eroding, particularly amidst a growing individualism in London, how are we recognising our natural dependency on one another? And thus, if the vulnerable aren’t being heard, what is our role in advocating for their needs? Whilst inequality continues and homelessness remains prevalent in our society, how do we avoid silencing the most vulnerable – the very people who will depend most on the social system that all of our votes shape?

Mexico: Where does hope reside? (Part II)

Just one week on

To understand the depth of the socio-political crisis in Mexico it might be illustrative to go through events that occurred since Part I was posted a week ago: a mayor in the State of Mexico authorised police to shoot those who protest against the dispossession of their communal water system; a newspaper editor in Matamoros was abducted, beaten and left with a death threat: “no more reporting on violence along the border”; and as if it was a horror film, 61 bodies were found in an abandoned crematory in the outskirts of Acapulco, a famous tourist destination in the State of Guerrero (where the disappearance of the 43 teacher training students took place four months ago).

Much to the disappointment of those in power, what happens in Mexico can no longer be kept within the country’s borders. The prestigious Hay Festival, which would take place later this year in Xalapa, was cancelled after hundreds of Mexican writers and journalists signed a petition in protest. “We recognise that the killing of Moisés Sánchez, the 15th journalist to have been murdered or disappeared in Veracruz since 2010, has caused unbearable pain and rage” – reads the organisers’ official statement.

In Geneva – in the same week – the UN Committee of Enforced Disappearances (CED) identified ‘prominent discrepancy between words and deeds’ while for Amnesty International the hearings evidenced the failure of the Mexican State in its international responsibilities. Furthermore, The New York Times revealed over the weekend that amongst the secret buyers using shell companies to grab the most expensive real estate in New York is an ex-governor of Oaxaca and father of the current director of INFONAVIT – Mexico’s social housing agency.

Elections: opportunity or distraction?

While it is almost a consensus that the party system is rotten beyond repair, what to do during the elections is always a divisive issue: to back the least worst party or candidates, or to boycott the elections altogether? As a result of a recent political reform it will now be possible – for the first time in Mexican history – for citizens to be elected without affiliation to a political party. For many this is a double-edged sword, but there are glimpses of hope: Wikipolítica, a group of young student-activists, could give Jalisco its first independent legislator – without using any public resources but rather dozens of creative and enthusiastic volunteers.

Beyond these more localised opportunities there is an increasing recognition that our social contract has been broken: the Mexican Constitution of 1917 (often referred to as the most progressive of the early 20th century) has been subject to almost 500 reforms, mostly to facilitate capital accumulation in detriment of rights and communal and public ownership of natural resources.

A call for the formation of a constitutional assembly with the aim of refunding the State is gaining traction, reinvigorated by the very circumstances and by the vocal support of progressive and highly respectable public figures such as bishop Raúl Vera, the last prominent priest of the Theology of Liberation in Mexico, who since the Zapatista uprising has made his cause the voices of the poor. His mission: “to listen to everyone’s feelings and aspirations, particularly those of the poor and marginalised”. However, it is undoubtedly a long-term social and democratic endeavour that no living Mexican has ever experienced. For many, including myself, it might be the only way to avoid a violent revolution.
