Conservative education plans are poetic – but are they practical?

Each year, the Queen’s speech marks the point where the poetry of aspiration gets translated into the hard slog of legislation and implementation. The Conservative manifesto for education was certainly bold and aspirational: firmly targeted at parents (the chapter on education is headed “giving your child the best start in life”), the document promised a “good primary school place for every child”, with “zero tolerance of failure”. It pledged that struggling and failing schools would be taken over, good schools – of whatever type – would be allowed to expand, and 500 new free schools would be established. (more…)

There’s no question that school leaders will face tough challenges in the coming years. But there is also a major opportunity to reshape the school system. This blog, the second based on my London Centre for Leadership in Learning lecture on 19 May, should be read alongside this set of slides.
The nature of the challenges is such that it is not possible for schools and their leaders to manage them alone. They will have to collaborate – whether that builds on what they are doing at the moment or takes them into new territory. (more…)

The next five years: 10 challenges for school leaders

A new government with fresh enthusiasm for pushing its policies further is not the only challenge that school leaders face over the next five years. The aging teaching population, the rise in pupil numbers and the implacable forward march of technology would have substantial impacts under any government. In this blog, the first of two based on my lecture for the London Centre for Leadership in Learning today, 19 May, I describe 10 challenges facing school leaders over the next five years. It’s a pretty formidable list.

  1. The rise in pupil numbers. By 2020 there will be 650,000 more pupils in the school system than there are today as the pupil bulge continues in the primary sector and starts to feed through into secondary schools. Finding (and funding) the extra forms of entry and commissioning new schools will be hard enough for local authorities but will be made harder because of the fragmented nature of the planning process. 250,000 of the new places are to come via the 500 free schools that the Conservatives have promised – although this implies that free schools would only be approved in locations where places are needed. In addition their manifesto also said that all good schools (including free schools and grammar schools) would be allowed to expand. Stitching together these elements to ensure every child has a place is going to be demanding unless local authorities are given a say in the establishment and expansion of free schools and popular schools.

School-university partnerships: fragile and fragmented, but still worth fighting for

It’s no great secret that partnerships between schools and universities are in a state of flux. Historical relationships are being reshaped by the push for a self-improving school-led system in England in particular, with the rapid expansion of School Direct giving schools a stronger role in Initial Teacher Education (ITE).
I have led two recent studies designed to track and make sense of these changes. The first was funded by RCUK and NCCPE and undertaken in partnership with Nottingham and Nottingham Trent universities: it looked at school-university partnerships in the round across the UK, for example including Widening Participation and STEM (science, technology, engineering and maths) initiatives. The second was undertaken with Dr Chris Brown and funded by the Higher Education Innovation Fund and the participating schools. The freedom to make decisions about teaching assistants is nothing new, but now school leaders have the means to unlock their potential

Over the last five years, schools in England have been granted an unprecedented level of freedom. An increasing number of state schools now decide for themselves which children are admitted, the curriculum they follow, who to appoint to teach it, and how much they will be paid.
The professional architecture governing teachers’ qualifications and training, performance management, promotion, pay, contracts and conditions of work has been loosened in ways that will already be familiar to the 369,700 teaching assistants (TAs) employed in English schools.

London Festival of Education: vibrant, unpredictable, so much more exciting than golf

I remember an occasion early in my teaching career when I went to try to see my headteacher at the end of a school day. His secretary (there were no PAs in those days) told me that he was ‘on a course’ after school every Wednesday. As a young teacher, I was impressed that senior professionals were still committed to their own learning. It was some time before I discovered he was playing golf.
We used to separate professional development and enjoyment. One of the great things about the London Festival of Education is that it puts them back together. This year’s LFE – here at the IOE on 28 February – is another vibrant, buzzing treasure house of debate to stimulate you, workshops to enhance your practice, entertainment to engage you: great speakers, great sessions, fabulous festival food for the stomach and the mind. Middle leaders as catalysts for change in schools: an active, collaborative process

Over recent years, there’s been greater awareness in England of the important role middle leaders – people such as department heads, key stage leaders or pastoral leaders – can play in school improvement. Middle leaders are the key link between teachers and a school’s senior leaders. As such, they are well positioned to offer support and challenge to teachers and lead their learning both within their own school and across partner schools.
How successful they are at this, in an evidence-hungry policy environment, will depend at least partly on their capacity to engage with and share knowledge about high quality research and practice and track its impact on learning and teaching. In short, middle leaders have the potential to be catalysts for evidence-informed change.

The London effect did not just happen without hard work

For several years, the outstanding success of London Challenge has been a beacon for school improvers across the nation and beyond. The marked improvement in the performance of London secondary schools in the decade after 2002 has been a clear indication that school systems can be significantly improved for all young people, given commitment, imagination, investment and collaboration.
London schools significantly out-perform schools across England and the best of London’s boroughs – Camden, Tower Hamlets, Hackney – perform outstandingly well. In recent months, this narrative has been unpicked. The Institute for Fiscal Studies argued that the success of London’s secondaries was an illusion caused by earlier improvements in primary schools.

The National Agreement on teacher workload: where did it all go wrong?

The French have a saying for it: ‘plus ça change, plus c’est la même chose’; the more things change, the more they stay the same. Today the Government announced the Workload Challenge. For most teachers and school leaders, this phrase is a way of life. They view their workload as nothing less than a challenge! Hardly surprising, as they spend many of the 50 to 60 hours they work each week ‘struggling to stay on top of piles of incident reports, over-detailed lesson-plan templates, health and safety forms, departmental updates, training requests and so on’.
So says Nick Clegg, whose wider aim is to apply to the public sector the principles that (he claims) have (more…)

What's so special about running a university?

Is the management of universities much different to the management of other sorts of big, complex organisations? In my new book, The Hallmark University (IOE Press), I argue that it is (or should be) recognisably different – although the best-run commercial organisations have many things in common with the best-run universities.
