We could end exam distress by removing the root cause: exams

The anxiety generated by school examinations is well-known. Responses to a Guardian call-out in May for views on the new GCSEs produced ‘an outpouring that was overwhelmingly – although not exclusively – negative. The more extreme responses included accounts of suicide attempts by two pupils at one school, breakdowns, panic attacks and anxiety levels so intense that one boy soiled himself during a mock exam… “I have never, in over 20 years of teaching, seen pupils suffer with so much anxiety and other symptoms of poor mental health in the run up to exams,” says an English teacher.
There are kinds of personal distress that have nothing to do with school examinations – things like depression, grief, pain caused by sickness or physical, emotional and sexual abuse, fear of being bullied, of your family not having enough money to eat, of police prejudice.

Life after levels: is the new Year 6 maths test changing the way teachers teach?

Earlier this month (5 July), the Department for Education published the results of the Key Stage 2 test for 10 and 11-year-olds. The publication was awaited with more anxiety than usual as this year’s test was the first one on the new national curriculum. One of the major changes in the test is the removal of the ‘old’ national curriculum levels 3, 4 and 5, where children were expected to reach at least a level 4. The level 6 paper for the most able children has also gone and results are now reported as ‘scaled scores[1]’. Each pupil now has to achieve at least a score of 100 to reach the expected standard. It seems like a minor change with little impact on how teachers teach mathematics and prepare children for the test, but recent findings from our Nuffield-funded study suggest otherwise.

More than marking: what is ‘assessment literacy’?

Nobody would dispute that teachers should have a high level of literacy and be able to read and write well. But what about ‘assessment literacy’?
It is well known that assessment is a tricky business. But being able to mark students’ work fairly and accurately – in other words knowing the rules – is not enough; assessors must also ensure that students learn from assessment. Being able to give students helpful feedback and making sure that they make good use of it is as essential to assessment literacy (or assessment know-how) as spelling and grammar are to writing.

The headmaster of Eton may be right but so what?

I welcome John White’s plan to make contact with Chinese educators uneasy about their ‘success’ on the PISA League Tables and look forward to his next IOE blog reporting his discussions.
However, the fact that the headmaster of Eton attacks our examination system as archaic – something virtually everyone working in the public sector of education knows all too well – is hardly news. What really would be news would be if Eton decided to stop entering pupils for any public examinations until the system was reformed. Then, especially if a number of the other elite schools followed suit, we might get a Royal Commission with the remit to examine both why such an anti-educational system of examinations had emerged and what might be the alternatives.
No complex modern education system could exist without some form of examination system. Furthermore, it should be as fair as possible as a guide to those who have to select students for either jobs or university places and at the same time provide reliable feedback to teachers and students about their achievements.
The problem is that the relationships between public examinations, the curriculum (which defines the purposes of education), and the professional work of teachers, have become grossly distorted. Instead of examinations guiding teachers and students and providing feedback on the curriculum, they have come to replace the curriculum in deciding what is taught and how, and to be a major control force over teachers’ pedagogy and student learning. Taken to its limits, this turns teachers into technicians and all but the very highest achieving students into exam fodder, those that do not give up.
Unless any debate about our examination system begins with asking how we can shift towards a curriculum-led rather than an examination-led system, critiques, such as that of Eton’s headmaster, whose school sits at the pinnacle of the system he depicts as ‘archaic’, only deflect us from tackling its fundamental problems.
 

Eton's headmaster is right: we must break out of exams straitjacket

In an article for Radio Times this week, Tony Little, headmaster of Eton, has called the examination system ‘archaic’. He sees it as “little changed from Victorian times”, a hindrance to collaborative working and to education for citizenship.
He is right on every count. As is now all too clear, the exam system does little to test deep understanding, blights the secondary school curriculum, causes students great anxiety, perverts the job of teaching, favours those families who can best manipulate school admission arrangements.
In Who needs examinations? A story of climbing ladders and dodging snakes – to be published by IOE Press next month, I ask why it is that despite these patent defects, we still cling to an institution which may have been all the rage in the 1860s but has been under fire in every generation since then.
It is ironic, if no less welcome, that the person at the apex of private education should lead the latest sortie. For it was the privately educated new middle classes of Victorian England who championed examinations over the patronage system of the landed establishment as a surer route for their children to a university place and a comfortable life. Soon joined by the top public schools, Eton included, middle class schools from Repton and Clifton down to local grammar schools made the examination system their own preserve. When elementary school students in the 1890s began to see its advantages for themselves, the shutters came quickly down. After 1904, the elementary schools that catered for over 80% of the age group were deliberately made an exam-free zone. This approach outlasted the end of fee-paying secondary education after 1944, when the new tripartite system excluded secondary moderns from the examination stakes until 1965.
For nearly a century, then, secondary school exams were the prerogative of those who could afford school fees. In the age of official full democracy in which we now live, we take it as read they are for everybody. Some 75% of students now get good GCSEs. The age of equality has arrived.
Or has it? The coming of league tables in 1992 has enabled families to identify local schools – private as well as state – with the best exam pedigrees. The private ones do well here, as even those among the sleepiest thirty years ago have worked hard since then to attract custom by glittering exam results. Better-off people can also maximize their chances of acceptance at a ‘good’ state school by moving into its catchment area, or, if a church school, discovering new talents for choral singing or campanology.
Tony Little is right about this Victorian relic. It has survived so long because it has been able to reshape itself – at least for public gaze – as a taken-for-granted institution of a democratic society, while at the same time trying to satisfy the very natural desire of those who have done well in life not to see their children doing worse.
It is time to jettison it before it takes us into what countries in east and south Asia often call their ‘examination hell’. A Chinese colleague and I have recently set up a small group of ‘International Critics of Examinations’, drawn from eighteen countries and from every continent. We hear reports of thirteen-hour days worked by students, the toll on family life, suicide rates among examinees, endless rote-learning, the frenzy and corruption of the annual Chinese school-leaving examination. We also hear of the ways in which the rich can work the system by moving into good school districts and employing private tutors.
Exams came to Japan and India from the USA and the UK, in the heyday of the West’s own love-affair with the institution in the late nineteenth century. Leading lights in these and similar countries are now looking for more humane alternatives.
Tony Little is right again. As he says, “here is the irony: we seem intent on creating the same straitjacket the Chinese are trying to wriggle out of.”

The Ebacc effect pushes pupils into more academic subjects – that's a good thing

Teenagers across England are waiting nervously for their GCSE, AS and A Level results. Now new figures have shown more of them are choosing to take more “academic” subjects, such as the humanities, languages and sciences, until the end of school – an effect attributed to the new English Baccalaureate (Ebacc) of five core subjects introduced in 2010 by Michael Gove, the former secretary of state for education.
The Joint Council for Qualification has published an analysis of the subjects UK teenagers chose to take at A level and AS level in 2014. Its analysis points to some dramatic changes both for GCSE qualifications taken by 16-year-olds in 2013 and AS level qualifications taken by 17-year-olds in 2014.
GCSE entries for geography, history, French, German and Spanish all increased markedly from 2012 to 2013 – up 19.2%, 16.7%, 9.4%, 15.5% and 25.8% respectively. AS entries in geography, history and Spanish – all Ebacc subjects – increased significantly between 2013 and 2014, as the graph shows. AS science entries increased as well, albeit less dramatically.

 

The EBacc effect

These increases are chalked up to the first signs of the “EBacc effect”. This is the fallout from the policy to include a measure on school league tables showing the proportion of 16-year-old students at each school who achieved good grades (A star to C) across five core subjects. These subjects are English, mathematics, science, a language other than English and history or geography.
The EBacc effect is real, and to my mind, mostly a good thing. Since its inception, state schools have been entering more and more students onto these GCSEs. In 2013, government figures showed 35% of state school students were entered on programmes that could lead to an EBacc up from 23% in 2012 (in independent schools the figures are much higher). Of those students, 23% achieved the EBacc goal in 2013, up from 16% in 2012. Language entries, which had decreased sharply since 2004, increased to 48% of students.
This “Ebacc effect” has now been shown to continue on to AS Level, because students are likely to continue with these subjects they did at GCSE. Given the uptick in parallel AS subject choice, more students will fit the profile that selective universities are looking for: students who choose “facilitating” subjects, which largely parallel EBacc subjects.
This means that more and more students are enrolled on courses that will give them the most flexibility in choosing their futures, taking subjects that have both the breadth and depth to prepare students to progress in further or higher education, for work, for family life and for social and civic participation.

Driven by pressure on schools

So why have I qualified my enthusiasm? It’s because these increases are largely due to the perceived (and, starting in 2016, real) accountability pressures schools perceive themselves to be under, rather than a fundamental philosophical shift towards providing all of our students with the curriculum provision they deserve.
Because schools are accountable for their students’ performance on qualifications, the notion of a broad and balanced education (to use a somewhat hackneyed phrase) only seems to apply to higher achievers. In England, there seems to be a policy consensus that lower achievers need a skills-based rather than a subject or knowledge-based curriculum.
The underlying assumption, unfortunately shared across the political spectrum, seems to be that up to 50% of children have a “style of learning” that is simply not compatible with the academic grind of GCSEs and A levels. Consequently – in the conventional wisdom – such students need more applied or vocational qualifications.
But if there’s a worthwhile set of knowledge, skills and understandings enshrined in EBacc subjects, then shouldn’t all students be pursuing them? Michael Young at the Institute of Education has pointed out that until quite recently, government policy on education systematically marginalised knowledge. He argues instead for a curriculum for all that is built around substantive content but is based on the understanding of important concepts and universal values that all students should be treated equally and “not just members of different social classes, different ethnic groups or as boys or girls”.

The right direction

The EBacc effect may be a pull in the right direction. The new accountability measures for 2016 that feature the best eight GCSE subjects could be a further incentive, but these are still high-stakes measures that will provoke some schools, understandably, to try to game the system. The unintended consequences could be that schools pay less attention than they already do to lower achievers in their efforts to chase their slice of an already cut pie.
For now, I’m reserving judgement because; a) I think the shift to base accountability on the best eight GCSEs is going in the right direction and; b) we don’t really know how schools will change their students’ subject entry patterns. And so many other changes are happening simultaneously.
For both GCSEs and A levels the level of demand has increased, examinations have reverted to being linear rather than modular and the way the GCSEs will be graded has changed. At the moment, we cannot predict if these changes will also have an effect on which subjects schools offer all of their students, not simply the top half.

How England's emetic testing regime is causing new academic diseases

Students are contracting a new disease – bulimia academica – defined as repeated bouts of bingeing on information and regurgitating it in exams. The pressures on students to obtain the best possible grades have become so intense that they feel forced to resort to ingesting large amounts of information and then, in government-induced bouts of vomiting, otherwise known as national tests, they spew it out.
The term – bulimia academica – is not being used lightly as that would insult those suffering from bulimia nervosa. Instead it is considered to be every bit as serious as its medical counterpart. Far from feeling better afterwards, students end up feeling empty and educationally malnourished. The students I’ve interviewed in FE and Sixth Form Colleges come to associate learning not with growing self-confidence and a sense of achievement, but with stress and self-disgust. Learning for them is reduced to the skill of passing exams rather than the means of understanding and coming to love the subjects they’re studying.
The cause of this new disease is no mystery. The increasingly punitive testing regime in England is responsible. Politicians from all the main parties will have you believe that it is robust and rigorous. It’s neither. It’s purgative and emetic and as such is both ineffective and inefficient.
This learning disorder is compounded by its equally distressing twin – anorexia academica – that affects individuals and the system. Some students become anxious about being seen by their classmates to be clever; they restrict their intake to bite-size chunks of information which makes them easier to swallow – the educational equivalent of chicken nuggets. In their teenage years, they lose their previously keen appetite for learning, give lame excuses for repeated failures to learn and pretend to have studied when they have not; and pretend not to have studied when they have. They spend their time reading self-help books about study skills without ever acquiring any. This response may be the self-harming outcome of having been tested every year since they were five years of age, a regime which has turned their stomachs against learning.
The education system also shows symptoms of the same malaise, with some curricula driven by qualifications that have had the educational nourishment stripped out of them. Groups of students can be found in colleges discussing topics about which they don’t have sufficient knowledge to form opinions and so their learning remains shallow. We offer young people so-called ‘transferable’ skills and then discover they need to be in command of a body of knowledge before they can be either critical or creative.
What’s to be done? In a new book, published this month by IOE Press, called Beyond Bulimic Learning: Improving teaching in Further Education, I’ve scoured the research literature for (and tried out in practice) the most effective interventions; and I discuss the results. Even within the tightening parameters set by government, we can still work at transforming our colleges into learning communities and our tutors into experts in teaching, learning and assessment (TLA). Now that Ofsted has decreed that no college can be judged ‘outstanding’ without being ‘outstanding’ at TLA, the best response is for colleges to access the growing body of knowledge on TLA. And this book is devoted to showing how that can be done and is being done within some colleges.

How Singapore is putting research into practice

Singapore is one of Asia’s great success stories – transforming itself from a developing country to a modern industrial economy in not much more than one generation. As OECD observe, during the last decade, its education system has remained consistently at or near the top of most major world education ranking systems, its curriculum and assessment system prayed in aid of reforms elsewhere.
I was lucky:  I spent four days in Singapore as part of an international academic advisory group with colleagues from South Korea and Ontario, working with the Ministry of Education and National Institute of Education to look at the next phase of their education research and development strategy.
Singapore is beginning the third phase of an ambitious long-term programme of education research, and will spend something like $110m (about £50m – but in a school system just one tenth the size of England’s) over the next five years on how to scale up classroom and school interventions which work.
Increasingly, the Ministry is using rigorous research to understand what is going well and what is not: the 2005 TLLM [Teach Less, Learn More] initiative is not reckoned to have achieved its goal of aligning pedagogy with the demands of the emerging Singaporean economy. A fascinating piece of detailed research into pedagogy in Singaporean classrooms, conducted by David Hogan, has set out to explain why, and how to move beyond the performative pedagogy driven by a high stakes assessment regime.
In other areas, Singapore has used international research to move beyond stale debates: just as wars break out again in Anglophone countries between proponents of ‘knowledge’ and ‘skill’, Singapore has made extensive use of Marlene Scardamalia’s work on knowledge building to design continuing professional development for its teachers. Intensive work is being conducted by the Learning Sciences Laboratory on the use of computer games for learning, including the Statecraft X app for citizenship education. Manu Kapur’s work on ‘productive failure’ – essentially,  figuring things out with no scaffolds – has attracted the attention of  Time magazine.
Teacher education is critical. In the 1990s, after  a series of teacher shortages, Singapore began to evolve a strategy for teaching, putting in place conditions that raised the prestige of the teaching profession, providing new teachers with the best training, and putting in place extensive retention and professional development packages. Theory and practice are strongly linked in teacher education, and increasingly linked through the e-portfolio which all teachers use.
For all this, many of the pre-occupations of the Singaporean government and academics were curiously familiar: the performance of boys, the differential performance of children from different socio-economic backgrounds, the place of the arts and culture in education, the relationship between technology and effective teaching, the engagement of lower attaining pupils in the mathematics curriculum, the role of education in a culturally diverse society.
Others echoed education debates which rage back and forth in England, for example, the worry that highly competitive examinations drive teacher behaviours which do not promote good learning. One senior government official lamented that for all the high test scores, “we have a lot of studies in Singapore which show us that children can score highly on maths tests without understanding mathematics”. There is huge concern about the impact of a steeply hierarchic secondary school system on overall performance. For all the concern with citizenship education, the school system still operates under tight political constraint.
But what Singapore does have is a superbly designed delivery system for education. There is a clear strategic focus on policy from the ministry of education, which is staffed by ferociously able civil servants, many with PhDs, based on broad consent across politicians and professionals. The place of the National Institute of Education at Nanyang Technological University is key in translating policy into action and undertaking research which feeds back on the impact of policy. Whilst it can be seen as a monopoly provider of teacher education, leadership development and education research, the fact that NIE is the only provider gives it and the ministry a clear strategic role on leading the system.
But as one senior civil servant told me “even within a small system [just 30,000 teachers], it is not always a given that different sectors can work well together. It has taken us some years to build the structure and culture for things to come together.  Ultimately, people are the key”.

Imagine there's no GCSEs… It's easy if you try

This month’s OECD report has linked the poor literacy and numeracy skills of our 16-24 olds, compared with those in other countries, with a lower level of social mobility. One factor in holding back social mobility has been the way in which the more affluent have used school examinations to entrench their dominance in higher education and in professional jobs.
A way of countering this dominance would be to remove its instruments: school exams themselves. These may have made sense when they first became popular around the 1850s, but do they in 2013?
They made sense then for the rising middle classes who wanted their sons to have interesting careers. Before that, patronage had been the norm. Exams were held to provide a fairer and more objective alternative.
Are they worth retaining now? Social unfairnesses apart, we know what an obstacle they are to a worthwhile education for students in their last years at school. We know about the anxiety they cause, the overwork, the narrowing of the curriculum, the teaching to the test, the training in question-spotting, examiner-bluffing and other morally dubious habits.
What do schools get out of examinations? Universities and employers are the beneficiaries. Schools are their handmaidens, relieving them of work and expense. Apart from kudos for some in the league tables, schools get mainly grief.
Imagine a world without GCSEs and A levels. How much broader and richer education could become! The school could come back to its proper task of creating in every school leaver a passion for learning – rather than hacked-off attitudes among its exam failures and instrumental attitudes to learning among its successes.
Would anything be lost in an exam-free régime? What about selecting candidates for higher or further education and employment?  We need to probe imaginative alternatives. Colleges and employers should take the lead on devising their own filtering devices, as long as these do not disadvantage less privileged applicants. But schools can also play a part.
The 1970s and 1980s witnessed the growth of records of achievement, or student profiles. These enabled schools to provide ongoing accounts of progress in different areas. They were not tied to the framework of discrete subjects within which examinations tend to be conducted. They recorded progress on non-academic fronts, including practical and out-of-class activities, within the school and outside.
In those days profiling existed alongside conventional examinations. It could now replace them. It could give every school leaver a record of his or her all-round attainments, presentable both to other educational establishments and to employers. Our new digital age has opened wider horizons, with children and parents as well as teachers contributing to web-based records, not only with text but also with still and moving images. This already happens in enlightened schools.
I know all this is anathema to those who will tell us what a subjective, corruption-prone system profiling is. Examinations are so much fairer, so much more accurate in their assessments. This is why colleges and employers trust them – and why they have for over a century provided a ladder for young people from all social classes to reach the top.
We should not accept this. Examining something is submitting it to thorough investigation. Do the minutes an examiner allots, say, to a paper on Europe since 1815 really add up to an examination? Digital cumulative records can give a much fuller picture; and of the student not only as a lone learner, but also as a co-worker – and not only in this area or that, but also as a whole person. And who is to say that there are no ways of coping with teacher bias – or, indeed, other problems around profiling?
The ladder argument raises another point. The more affluent have long accepted examinations as their route to university and professional jobs. They have been happy, at the same time, with some poorer but bright youngsters joining them. The ladder is said to provide equality of opportunity.
But the story says nothing about equipping everyone for a decent life. The ladder for the lucky ones, too, has always been propped up against a smart building with escalators inside to take the affluent up to the upper storeys. Michael Gove’s policy on examinations has upgraded the escalators and made the ladder more rickety.
Examinations are an excellent device for keeping a hierarchical social order more or less intact. If we are more interested in introducing every young person to the delights and rewards of learning, we have to look elsewhere.

Assessment: levelling off?

On Thursday, OFSTED reported that a quarter of those who secured Level 5 at the age of 11 did not get top grades at GCSE; I blogged on it here.  On Friday, government solved the problem: it abolished National Curriculum levels.  If only all educational challenges could be solved so easily.  I picked up the news on a train returning from a day working with headteachers in Somerset and we were powering across the Somerset Levels, which felt somehow appropriate.

The eight national curriculum levels in use now derive from Paul Black’s Task Group on Assessment and Testing (TGAT) Report of 1988.  It is a sophisticated report, still worth reading, which tried to devise a national assessment system precise enough to give information about pupil progress but flexible enough to recognise that pupil learning is not simply cumulative.  As Black observed, “no system has yet been constructed that meets all the criteria of progression, moderation, formative and criterion-referenced assessment” (para 5).  TGAT’s 10-level scheme, drawing together test results, teacher assessment and teacher moderation was intended to secure “ information about … progress … in such a way that the individual child’s progress can be related to national performance” (para  126).

The implementation of TGAT was – as is always the case – partial.  The recommendation that “wherever schools use national assessment results in reports for evaluative purposes, they should report the distribution of pupil achievements” (para 84) was lost as progression was mapped through a level-based system .  Assessment at 14 was never implemented as intended.  Working groups each generated statements of attainment at each level in each subject – Science alone had seventeen attainment targets, so 170 statements of attainment.   TGAT’s proposals were, as reform proposals always are, sharply criticised.  Some who wanted “simple” tests disliked the attempt to draw external and teacher assessment into a single 10-level structure.  Others thought it would lead teachers to think of pupils as numbers.  But level-based assessment was rapidly adopted, not least because in areas of the school system it was working with the grain of thinking.  Substantial work had been done on graded assessment in languages, GCSE operated levels of response mark schemes, and primary mathematics schemes often had a level-based structure. Lord Dearing’s review of the national curriculum in 1994 moved from statements of attainment to more generic level descriptors, and lopped levels 9 and 10 off TGAT’s structure.

Since 1994, the use of levels has become embedded.   Some teachers – wrongly – assign levels to every piece of work, which misses the point about generic descriptors.  Better practice happens where  teachers have used levels to inform assessment and planning and sharpen the relationship between, say, level 5 writing and level 5 speaking in English,  or progression in History between levels 5 and 6.  Precisely because levels are not disaggregated, they have informed thinking about what performance looks like across different cognitive domains and how domains relate to each other.  Primary and secondary classrooms often feature posters using  pupil-friendly language to help pupils identify how to consolidate learning and move on.  The application of level descriptors itself involves professional judgement.  Black’s aspirations for the way the TGAT structure could shape progression and formative assessment have been substantially achieved. 

Ironically, it is what TGAT envisaged as criterion-reference assessments related to national performance that have caused more difficulty.  Such has been the focus on key hinge points of the structure – the importance attached to the proportion of pupils securing a Level 4 at Key Stage 2, for example – that schools have engaged in frenetic activity to push pupils over the ‘next’ threshold for key assessments, so that a higher level is achieved, but not always securely.  ‘Sub-levels’ –disaggregated progression within levels – have generated data of dubious reliability.  Partly for this reason, many secondary schools re-assess pupils soon after they arrive, and, perhaps inevitably, decide to place greater emphasis on these tests than on national curriculum levels.

The government’s announcement that levels are being abandoned suggested that “outstanding schools and teaching schools” would lead the way in devising alternative ways of tracking progress. More likely will be an expansion of external tests, like those from NFER, CEM or from commercial test and publishing companies – News Corporation has been buying into the market in the USA. National benchmarking will still exist through end of Key Stage tests; without levels, these will presumably generate a numerical score, though TGAT warned (para 10) that where external tests are detached from school assessment practice they tend to be “narrow in scope and employ a limited set of techniques….[and] rarely assist normal teaching work”. 

Profusion of local and commercial assessment puts at risk the real long-term achievement of  TGAT:  its contribution to raising standards across the school system.  It made expectations are clearer – from Carlisle to Canterbury, from Newquay to Newcastle.  Some won’t mourn levels, especially those who have seen them misused.  But the level structure focused attention on what pupils need to learn, learning outcomes, and on progression towards those outcomes.  

TGAT recognised that “many schools have established common systems for use throughout the school”, but teachers’ use of assessment was “limited by the range of  instruments available, by the lack of time and resources required to develop new instruments, and by the lack of external reference and a basis for comparison”, so the “needs of the less able, or the competence of the most able, have hitherto been under-estimated” (paras 7-8).  And that, more or less, brings us back to OFSTED’s concerns.
