QQ and education: children, parents, and schools and communication in China

In the North China fieldsite, education makes a really neat contrast with Xinyuan’s case that she outlined in her earlier blog post, where she described how the migrant factory workers in her South China fieldsite often seemed to be having children specifically with the objective of sending them to factories at the earliest possible age.

The situation could not be more different here in North China, where education has presented itself as being an overwhelming priority for parents. Although people in the town and the surrounding villages are not in excruciating poverty, they are also by no means wealthy. Nonetheless, doing whatever they can to make sure that their child gets the best education seems to be at the front of parent’s minds. For example, here the summer holidays are not turned over the children’s play, as one may expect. Instead, many children attend tutoring classes (fudao ban). Most of the tutoring classes follow the normal school times of 8-11:30am and 2:30-5:30pm, except they take place an astonishing seven days a week.

Given the importance of educational achievement that parents place on their children, social media seems to play a role that would be best defined as somewhat antagonistic and contradictory to these educational aims. There is a discourse around QQ in the town that assumes it to be bad, and particularly threatening to children’s educational achievement of young people, and so it requires access to be restricted. This is then weighed against more practical benefits offered by the services that mean that they are in fact used by many student, parents and teachers alike.

One of the most common statements that emerged was that parents said their middle school children did not have QQ accounts or mobile phones. Almost every parent of children who did not have QQ or a phone would say ‘it affects study’ (yingxiang xuexi) as the reason for their children not having access to certain types of communication. For example, Mr Li bought a computer in the year 2003 when he was trying to make a go of his photography business. At this time Mr Li’s daughter was about 7 years old. Mr Li decided to setup a QQ account for his daughter. He saw that she was using it a lot and became worried she was playing too much, so he tried encourage his daughter to limit her own use, threatening to change the password if she did not comply. After two days Mr Li went to change the password, and realised it had already been changed. His daughter maintained that she hadn’t changed the password herself, saying to her father ‘hey, how can I not login?’. From this event Mr Li explained that he realised that young people caught on to new technologies very quickly.

Schools themselves also present a somewhat mixed set of messages regarding the use of social networking. Most obviously, the school rules prohibit the use of mobile phones. The reality is, of course, somewhat different. According to one middle school teacher, in a class of around 40 students, one might expect to find around 11 with telephones on their person. The most important reason for confiscating phones is the use of playing online games on phones or using it to send messages via QQ.

On the other hand, there were also examples of cases where schools had been incredibly pro-active in the creation of accounts. One parent explained their main reason for having a QQ account themselves was to hear from the school:

“I do not normally use QQ chat, I mainly use it for communicating with my child’s primary school teachers. My child has just started the second year of primary school, from the start of the first year, if teachers have some materials they just post it all on QQ, and you download it yourself.”

The final interesting twist to this story is that all this parental effort aimed at restricting young people’s access to QQ and mobiles is effectively then reversed when, at the relatively tender age of 15, most children leave home to read vocational college or high school in the nearby city district, about 20km away. This event changes a major part of parent’s views towards communication and it becomes more common for parents to condone the use of QQ or mobiles.

For example, Liu Ting has just finished her middle school examination, and has also managed to secure a place in the top high school in the nearby city. As a reward (jiangli) for her excellent results, her parents said they were going to give her 1000 RMB ($163 USD) cash. However her mother told us that Liu Ting said it was too much, so they came to a compromise of a 500 RMB ($81 USD) reward and a mobile phone for her to use when she started school in the city. Previously she had not been allowed the use of a phone.

These three quite contradictory examples all show different degrees of restriction or condoning of QQ and phone use, and reveal the nuances of shifting relationships between children parents and schools in China.

Is it bad that facebook became the king of communication among Brazil’s “new middle class” youth?

In one of the rooms is Love. In the other room is Affection and Tenderness. And in the kitchen is Peace and Prosperity. Fortunately the other room is under renovation to receive Victory. Have a lovely afternoon, many kisses, N.'”

Through the course of three months I have been conducting a questionnaire eith informants in my fieldsite about how they use communication services in general. The one question that has been a constant source of insights is the one that inquires about who they communicate with using social networking sites, email, Skype-like services, SMS, land line, mobile, instant messaging, and WhatsApp-like solutions.

Texting – The short text that appears at the start of the article is what texting (SMS) seems to be mostly used for. Texting is not a way of interacting with contacts, but a broadcasting tool used to deliver these kind of uplifting messages to friends and family. I supposed the “normal” function of texting is covered by voice calls through mobile phones, which are accessible to those less confortable with writing and typing on a small device. So those who have free texts on their mobile plans use it to display their affection, specially to those living in different cities from the sender.

Telephone / Skype – Landlines may be used, but only relatively rarely  They are still used by some (older people in the house) to call relatives living away, but it is an expensive service to call mobile phones in general, so the few people that have access to it, either at home or at their work, use it for “institutional calls”, which translates to calling one’s college admin office, a business client, or a government office. Many also know about Skype, but have not started using it because of low internet bandwidth.

Emailing – A lot of people have email. It used to be a tool for keeping in contact with colleagues at the university that lived far away. Its advantage was to enable group communication: everyone would be in sync with the exchanges aiming to coordinate collective activities. And it is free to use by those with access to the internet. But similarly to land lines, email is becoming less important, and is typically only used for “institutional communication”. Student exchanges are currently migrating to Facebook groups.

Mobile phones are today the second most important communication device to my young informants. Mobile phones are great, but they are still costly services considering the amount of communication they want to have. The phone is there, but it is mostly a one-way communication product, as many do not have credit to make calls. In special occasions, they can make collect calls or use a special SMS service that delivers a message to another user asking that person to call back.

Social networking and Facebook

Vianna is among the Brazilian social scientists that criticize the near monopoly-stage Facebook has arrived to in Brazil. “Many people do not venture any more outside the walls of this private social network: they think that there is all there is of the large Network, forgetting that there they live in an environment controlled by a single company, working for free for their business success,” he wrote in a newspaper column [in Portuguese] earlier this year. But I am not so sure that Facebook is able to understand how it is being used.  He says he refuses to call it “Face”, as if it was a personal friend, but calling it “Face” is an evidence of a cultural interpretation.

Social communication at my field site is synonymous to using Facebook together with face-to-face interactions. Facebook – or “Face”, as it is called at my field site – is the perfect tool in many regards: it is the cheapest solution to reach everyone at any time; those that connect occasionally using the services of internet cafes and those who are “always on” through mobile internet plans. It may be conceptualized as a sort of  “polymedia machine” as it condenses different functions (chat, blogging, etc) and also connects the various platforms available for digital communication.

The gift of privacy and anonymity

Among Facebook’s many functions, private chatting it by far the most important among teens and young adults here. As I ask them about how many times they perform different actions, chatting is normally at a higher order of magnitude compared to other actions such as updating status, “liking”, sharing, or commenting.

I must look further into this topic, but so far I know it represents the possibility of totally private communication – one that is not accessible to anybody else but the two interacting at a given moment. Facebook chat allows people to talk to each other away from everyone else’s sight. This seems to be important at a place that has a large group of “natives” (people born and raised, with strong ties with each other) and migrants (those arriving recently and with few social ties). Anonymity and privacy facilitate social interacting under these circumstances.

Facebook is also a solution to being always near some people; a sort of SMS that is free to use and reaches friends everywhere, independently of time, space, and the mobile plan chosen. And it is also private regarding parents and older people in general since older people tend to be less interested and knowledgeble about computers and phones and are also less skilled with writing and reading.

The near future

The mobile phone has  great potential that is not far from being reached. They are becoming a private mobile computer, considering their home computer is shared among the family. Cheap smart phones are already common among teens as it became a prized object of social distinction. The internet connection to phones are also accessible price-wise. The problem, at least at my field site, is that the quality of the connection and the processing capacity of phones are still low. The small screens, complicated apps and tiny keyboards make it more difficult to use the service. And still, many do it.

It is relatively easy to explain why my informants use communication devices the way the do, but I was not be able to anticipate how they use it, considering my user habits tend to be more similar with that of my age group and social class (my habits seem to be more international than Brazilian in that regard). What I believe I can anticipate now is that things are about to “catch on fire”, as Brazilians say it, as mobile internet connections becomes not just available, but friendlier in terms of user interface, processing capacity, and connection speed.

Where did all the kids come from? And where will they go?

Doing fieldwork always means you need to understand the local people before you look into anything particular. In which vein, most of my time so far has been contributed to knowing people and the local social life which provide essential context for the local social media usage. Here, in this article I’d like to talk about something quite unexpected: kids.

My field site is a small factory town in southeast China where Chinese rural migrants account for two thirds of the local residents. I had the impression that on the high street of my field site, the amount of babies and kids I have seen during the three months is more than the total I have seen during the three years when I was in the UK. It is not a joke; here it is not difficult to find a migrant family with five to seven children, which made me very confused at the first beginning given the well-known Chinese ‘one- child’ policy.

Now let me explain it a bit.The ‘one-child’ policy used to be conducted extremely strictly in China. A typical Chinese word “tou sheng” (give birth secretly) suggests the most popular folk strategy toward the tough policy.

“Years ago, they [local officials] would chase you to the end of the earth if they knew you have a baby secretly in other places, but now nobody bothers to catch people who ‘tou sheng’ outside [their home place].” one of my informants who has three kids told me how things have changed nowadays.

As a result, the rural migrant people seemed to have the “privilege” to have as many kids as they want during their stay at “other places” – they are “floating” in other places with their kids.  The way rural migrant lead their lives seemed to have already gave me the answers for the question “why do people want so many children?” – That is to survive on numbers.

“My mum believes that being a human being is to make human beings. The more the better and as many as possible.”  A man in his 30s told me.

What a philosophy of life. Clear, and strong, and each one can make a go for it. Among my rural migrant people, nobody has ever cared about which kindergarten, primary school, or middle school their children go to. They cared about how many children they have and others have. Many kids will be sent to factories to earn money by their parents when they finish middle school (15-16 years old). It is illegal to employ child labor for factory owners; however they have chosen to turn a blind eye to child labor given that all the kids have fake identification cards showing that they already are 18 years old. Education here is not something for freedom or a better life, but something to prepare potential labor that can read for factories. I once asked people how they can afford to bring up so many kids.

“’To be honest, if you are rich, you bring up kids in a rich way, if you are poor, and then bring up kids in a poor way. The kids of rich guys will learn how to play piano; our kids only need to know how to survive.” A man said.

I knew he meant it.

Here, in this small industrial town, most people work hard and treat each other for survival. There is no tourism agency, no gym, no cinema, and no garden.  Life is a lasting battle for survival, from this generation to the next. It is as grandeur as an epic, however as humble as weeds. The ancient wisdom of the nature has told people how to apply numerical advantage to confront with high mortality and high failure rates.

One day, I was sitting in the mobile phone shop, watching people. A very young lady came to top up her mobile phone. She was pretty, in a pink pullover, carrying her baby on her back. From the cloth baby carrier with colorful embroidery I could immediately tell that she must have come from the Guizhou province. She gave me a 20 RMB (2 pounds) banknote  and I thought she wanted to top up 20 RMB, which is very reasonable since the average cost of mobile phone among migrant people is 100- 200 RMB (10 pounds- 20 pounds). But she told me she only wanted to top up 10 RMB. When I was thinking why she only topped up 10 RMB, a delicate tiny little hand was reaching out from the baby carrier – it is just the most beautiful scene I have ever seen in my field site (see photo). Out of sudden I became very emotional, especially when I overheard the first phone call she made when she left shop was to her friend, saying that she had run out of money, and the baby was sick.

Until now I still felt guilty that I didn’t run out to catch up her and give her some money. Or, should I?  Here, everybody needs help. However, the thing made me sadder was the baby’s future. Where did all the kids come from? And where will they go? I may have known the answers, but I really hope it was not the truth.

Connecting the dots

El Mirador has a small and unexpected population that I found to make up a significant part of my research. We all like our comforts away from home, and mine was the little Chinese restaurant on the corner of my street. I noticed that like other restaurants in the town, they specialise in food from Yunnan in the south of China. Throughout my fieldwork, I got to know the family, their 20-something year old daughter Lili in particular and found that similar to Xinyuan Wang’s field site, these transnational migrants also live in El Mirador as a destination, but it is not a place they live in.
Lili’s uncle who own the restaurant, works all day and Skypes his family for a couple of hours in the evening. He then watches movies in his laptop or he invites other extended family to come over for a drink or to play some mah-jong. In quiet hours during the day, Lili Skypes her toddler son in Kunming, where she lives with Lili’s parents-in-law. It turns out that quite a few of their extended relatives also live in El Mirador, and they own restaurants similar to theirs.
Lili happened to leave Trinidad just after me to return to Kunming to visit her family and she asked if I was going to be in China, I should also go and visit her. I spent nearly a week with Lili’s Chinese family Trinidad, who are the other ‘halves’ of her Chinese family in Trinidad. Without drawing a complicated kinship diagram, Lili’s family is one of about 10 families in Trinidad, from Port of Spain to El Mirador to San Fernando, that make up a transnational network of reciprocity, labour and restaurants that specialise in food from Yunnan. One family will migrate to Trinidad for a few years, either on a loan from another family, or they will work for another family when they arrive, or they will borrow materials to help set up their own business, send remittances to Kunming, then move back after 2 or 3 years and an uncle of cousin will come over and pick up where they left off. And the chain continues. Or, a family like Lili’s will migrate with the intention to stay permanently, or emigrate again to Canada or the US.

Consistent with literature on transnational migration for labour, there is an enormous amount of pressure and sacrifice on both halves of the family on both sides of the world. This trip to Kunming was so Lili could visit her son, whom she hasn’t seen in a year and so she could bring him back to Trinidad to live with her and her husband. Lili ensured that the money she sends home is used well and her family make sure that business is going well and she and the other relatives are healthy and ‘happy’. Despite not knowing many Trinidadians, Lili is adjusting to life in Trinidad, she finds living there easier, and even though home is Kunming, she is increasingly feeling like it would be difficult for her to move back there. It has been ok that her son has been living without her while he was small, they Skype a lot and sends gifts, but now that he is starting to remember her and her absence is felt, she feels it is important that he migrate with her.

Being around Lili, in her home and her workplace in Trinidad without her child, being shown his photos and videos on her iPhone and then visiting Lili, her parents, her in-laws, the friends she grew up with and seeing her with her son reminds me with no trace of arrogance, just how important this research is.

The mystery of the young man without a QQ number: accounting for non-users

At 5:30am yesterday I was stood on the side of the road in my fieldsite, a small town in Shandong, waiting for the bus. Next to me was a grandmother sat on the side of the road selling cherries. A young man, probably in his early twenties, approached me and politely asked if it was alright to take a picture of us together, a common experience that most foreigners in China will be familiar with.

The man was dressed in cotton cloth trousers, black cotton shoes, and a white T-shirt. He had a slightly unkempt bowl-haircut. It was obvious that he was from the countryside. Indeed, he confirmed that he was from one of the nearby villages and worked in one of the local factories as a labourer.

He pulled out an old, white telephone. The telephone was an affordable Chinese-branded device with a basic colour screen and a cheap built-in camera.

The young man asked the cherry-seller if she would take the photo of us. The cherry-seller tried, but it was apparent that this elderly lady had very limited experience of either operating the phone or photography, so after three failed attempts, and fearing the bus would arrive at any moment I instead proposed “let’s use my phone to take the picture and I’ll send it to you”. I pulled out my iPhone, flipped the screen and took three picture of together. Then I asked him what his QQ number was. He said “I don’t have one”. I asked about Weixin. “None” he replied.

I was momentarily stunned.

I had previously thought that for young labourers such as this were perhaps the most avid users of QQ (in fact Jack Qiu suggests that Chinese social networking is particularly important for the working class in society). And yet, here, in front of me, was a living, breathing exception.

The story ended happily, as on the final attempt the sage grandmother got the hang of the young man’s phone and managed to take a satisfactory picture of the two of us standing next to each other. However, the young man left before I had a chance to ask him why he didn’t have a QQ number. A friend in Beijing offered an explanation when I showed them his photo “this man is very honest,” one proffered, “you can tell by the shape of his nose [referring to Chinese face-reading]. It could be that some people from the countryside think that QQ is a bad thing”.

Is my Beijing friend right? Is there really a moral discourse surrounding the Internet that is enough to keep some young people from using it? Are there more non-users like this young man? And if so, why haven’t Tencent or Sina’s offerings been able to penetrate this part of the market?

One of the benefits of long-term anthropological fieldwork in a normal small town like this is that it offers a chance to uncover groups of people, user experiences and human behaviours that might otherwise go undiscovered if we were to instead use other social science or market research methods. By the end of our fieldwork I hope to have more answers.

Child in India? Sorry! No Facebook then!

The Delhi High Court had questioned the Union Government of India on why minors (children below 18 years of age) were on Facebook and Google. This was in response to a case filed by an ideologue of a major political party in India. The issue they wanted explained was how someone under the age of 18 years could enter into a contract with a company as according to the Indian laws, this cannot be done by any minor in India.

Facebook allows user registration with an email address, so when creating an email address, one again needs to electronically sign a contract ticking the acceptance of terms and services of the service provider, so would signing up for an email addresses also be blocked and not available for anyone under the age of 18? Or would it be fine if the students let their parents know that they are signing up for email address, so that they have now received their parents consent? But, according to the law, wouldn’t that also be wrong, as these services require the user to enter into a contract and not their parents or guardians? So should these service providers now create consent forms to be signed in by the parents of these children rather than by the children themselves? What would then happen to the first generation learners in India? Several schools and educational institutions would then be in the wrong as they now ask their students to have email addresses and sign in to educational groups. Several summer camps, hobby groups for children and children’s clubs might be contravening the law, as they really haven’t enlightened the law to their child members nor have they followed it.

Similar is the case with educational e-applications now selling (downloading) like hot cakes on smart phones and tablets, they all require the user to “Agree and Install”. It seems like several of these need to be looked into now. Similar is the case with multi user online games, which are pretty popular among children in India.

Wouldn’t this mean that any child, who owns a laptop, should not install any legal applications (even an update), because they ask the user to enter into a contract with them – where the user needs to tick the box that he/she understands the terms under which the application is installed in his/her system. Should this also require the consent of the parents then?

So, is the intent on the online security of these children when they get into such social networking sites? Or is it just blindly following a law that states no one under the age of 18 can enter into agreement or sign a contract? If so, wouldn’t this apply to all avenues of one’s life, rather than just to Facebook or Google alone, why target just these companies alone? If the intent is on child security online, then shouldn’t the base of this case filing itself be different? The question of why have the court and/or India woken up to this after such a long time still persists? If children are said to be creating fake profiles and if such faking is punishable with imprisonment by law, it also may seem as if several Indian children would have to be placed in juvenile homes.

It seems like Facebook as a company had let the US authorities know that almost 80 million Facebook accounts were fake, as there was no user verification. Statistics show only people aged above 18 years on Facebook, however, it is evident that this might not necessarily be the case. Would Facebook consider removing these 80 million fake profiles?

It would definitely be interesting to wait and watch at the proceedings in this case and how the law of the land unfolds itself in due course.

Categorising relationships through QQ’s friend lists, or, the problem of where to put one’s wife?

Listing the social connections of a research participant is a somewhat foundational methodological tool for any anthropologist. In times gone by, the ethnographer was expected to head off into the tropics, preferably dressed entirely in white, to painstakingly assemble kinship diagrams that indicated how members of a particular group were related to each other.

China’s most popular social networking service, QQ, is particularly notable in this respect, because it’s instant messaging client, in the same manner as a somewhat uncouth anthropologist interrogating his participants, forces users to categorise relationships by assigning their online friends to specific groups.

The above photo provides an example of a male office worker in his early 30s living in a small city in China. The names of the groups are as follows. The number of friends assigned to each group are included in brackets

  • My friends 我的好友 (99)
  • Highschool classmates 高中同学 (50)
  • Friends and colleagues 朋友同事 (30)
  • University classmates 大学同学 (45)
  • Wife 老婆 (1)
  • Universal (this is a pun where the user has replaced the one of the characters with a synonym that means ‘auspicious’) 普吉 (10)
  • Enterprise good friends 企业好友 (1)
  • Strangers 陌生人 (82)
  • Blacklist 黑名单 (0)

It should be noted that the ‘My friends’, ‘Strangers’ and  ‘Black list’ are all default categories for the instant messaging client, although users are able to rename them if they wish. Although it is too early to draw any firm conclusions about how the Chinese are categorising relationships at this stage, I would expect that we will see groups of school classmates to be a common theme throughout our participants. This perhaps tells us something about the importance of education in China and the endurance of classmate bonds throughout life.

Also of interest is the number of ‘Strangers’ who have added themselves to this person. I think this will emerge as another important theme as ur research progresses, and it leads me to believe that the friending of strangers might be an important element that distinguishes QQ from western social media platforms.

A final note on the exceptional category ‘Wife’. The fact that this user dedicates an entire list to his spouse may well set him apart as a ‘model husband’ (mofan zhangfu 模范丈夫), but perhaps it could also be indicative of the fact that he doesn’t know where to put his wife amongst all his other friends? I recall an incident from my previous research in China, when one of my informants, upon adding me as a QQ friend, realised that he didn’t have a suitable list to put me in, so after much deliberation, he created a new list, populated solely by me, called ‘Foreigners’.

Maybe I should have stuck with the white outfit after all.

The in-group influence

Several cross-cultural strategy consultants stress that, in some countries, people are influenced by their “in-group/inner circle”, which mainly comprises of friends and relatives. They advise new companies to go through this in-group circle when attempting to influence their target sector. This can also be understood as “friends” influencing the target sector more than any other group. Facebook’s strategy on giving users recommendations of things/products or websites by “friends” has seen an amplified effect/impact with their revenue generation. Further, with brands and applications posting on behalf of a user who maybe an influential in-group personality for some, the strategy seems to be a marketable option generalising the impact of friends in all countries and specifically in those where an in-group effect is maximum. An aspect to look out for might be to check if these in-group influencing economies are digitally driven and use social networking sites. Furthermore, it looks like a lot more needs to be written and researched on how recommendations of “friends” (as in-groups) work for online companies and their associated products.

The role of social networking and technology in relationship difficulties

I heard a fascinating piece on BBC Radio 4’s Today program this morning on how men often find it difficult to understand relationship problems, which can lead to a worse outcome for them and their families if the relationship ends.

Towards the end of the interview Ruth Sutherland, the chief executive of Relate, a leading relationship support organisation in the UK explained that since men often find it more difficult to talk about relationships, service providers and counselling organisations ought to think of more suitable ways to engage with these men.

One example Sutherland gave was that men most often accessed her charity’s website looking for relationship advice using their smartphones whilst they are on their lunchbreak at work. Whilst Sutherland’s example is really powerful and obviously makes sense in the context of the UK, in other cultures family relationships operate in very different ways, and often each culture posseses a host of unique institutions that also impact upon relationships. Therefore it will be interesting to see how, over the course of our research project, social networking and technology helps to negotiate difficulties and ambivalence in family relationships.

About a month ago I was on an overground train going home from visiting a friend when a teenage mother and her little daughter sitting in front of me caught my attention. Fastened to her pram, the baby girl unsuccessfully attempted to loosen the belts around her torso while repeatedly calling for her mom, trying to attract her attention.

While the baby was moving and making noises, the mom was static; headphones on, her face was immersed in the exchanges she was carrying out through text messages. I couldn’t tell if she was ignoring the calls coming from the baby or was, in reality, sealed-off from the surrounding noises and visual information.

In my memory, these dynamics – a baby fastened to a pushchair attempting to contact her motionless mother – lasted through several stations, but suddenly the mother broke from that trance-like state to carry a brief interaction with the person sitting next to her, who, until that point, was also barely moving, with headphones on and also exchanging text messages.

They were friends and their trance-like state was temporarily suspended while the mother expressed her disappointment with one of the people she had been communicating with through text. She was annoyed that this other person accused her of ending a conversation with an ironic “fine”.

Rapidly and while the friend sitting next to her was still paying attention, the young mother recorded a voice message to the other person demonstrating the correct tone that she supposedly meant, “- I said ‘fine’ [sweet voice] in a nice way and not ‘fine’ [bored voice] in an ironic way… asshole!” And as the girl friend next to her laugh, it became clear that this last word had not been recorded; it was just for her friend to hear.

For the purpose of this blog post, the above exchange is relevant because it shows how the abundance of communication platforms – which constitutes a state of polymedia – favours the creation of idioms of use. Notice that the mom had many alternatives to follow up in that conversation: she could have simply texted back or called the person. Instead, she chose a new solution – a voice message transmitted similarly to a text message.

The point of the notion of polymedia (Madianou and Miller 2012) is that it helps the researcher to reflect about communication strategies and also to formulate hypothesis about how certain social relations are being configured. A state of polymedia is produced when a person has at least half a dozen possible ways to convey a message (through mobile or computer), knows how to use them, and won’t pay more for choosing a certain solution given that the costs will be the same (since the broadband plan has a fixed monthly price).

In this case, for instance, maybe the mom wanted to be seen by her friend as intelligent and a bit “wicked” (by displaying publically how she understood and controlled the channel of communication); and she achieved this goal while also providing a quick reply and avoided a possible confrontation that could happen through a phone call. This can be speculated based on the idiom of usage that she chose to apply.
