Yes, this is a question that could be asked!!!

The terms of a TV Licence state that a you require a Licence to:
“…use any TV equipment such as a TV set, digital box, video or DVD recorder, computer or mobile phone to watch or record TV programmes as they are being shown on television.” http://www.tvlicensing.co.uk/information/conditions.jsp

Are the government and the BBC holding onto a mid-20th century policy?
The Wireless Telegraphy Act 1949 laid the foundations of the TV Licence. This has been annotated and amended to incorporate new technologies. The Communications Act 2003 adds to the legistative nature of TV Licensing.

On 27th March 2009 the House of Commons will have the second reading, and debate, on the proposed Broadcasting (Television Licence Fee Abolition) Bill.

It is the intention to attend this debate and provide a report on its outcome.

Prior to this outcome I will post relevant historical information about the transistion of the simple black and white television (with just one TV channel!) to the new DTT Multiplex B, MPEG4 and DVB-T2 technologies broadcasting technologies that allow you to watch TV on your mobile phone – which I hope you currently have a TV Licence for?
