Eton's headmaster is right: we must break out of exams straitjacket

In an article for Radio Times this week, Tony Little, headmaster of Eton, has called the examination system ‘archaic’. He sees it as “little changed from Victorian times”, a hindrance to collaborative working and to education for citizenship.
He is right on every count. As is now all too clear, the exam system does little to test deep understanding, blights the secondary school curriculum, causes students great anxiety, perverts the job of teaching, favours those families who can best manipulate school admission arrangements.
In Who needs examinations? A story of climbing ladders and dodging snakes – to be published by IOE Press next month, I ask why it is that despite these patent defects, we still cling to an institution which may have been all the rage in the 1860s but has been under fire in every generation since then.
It is ironic, if no less welcome, that the person at the apex of private education should lead the latest sortie. For it was the privately educated new middle classes of Victorian England who championed examinations over the patronage system of the landed establishment as a surer route for their children to a university place and a comfortable life. Soon joined by the top public schools, Eton included, middle class schools from Repton and Clifton down to local grammar schools made the examination system their own preserve. When elementary school students in the 1890s began to see its advantages for themselves, the shutters came quickly down. After 1904, the elementary schools that catered for over 80% of the age group were deliberately made an exam-free zone. This approach outlasted the end of fee-paying secondary education after 1944, when the new tripartite system excluded secondary moderns from the examination stakes until 1965.
For nearly a century, then, secondary school exams were the prerogative of those who could afford school fees. In the age of official full democracy in which we now live, we take it as read they are for everybody. Some 75% of students now get good GCSEs. The age of equality has arrived.
Or has it? The coming of league tables in 1992 has enabled families to identify local schools – private as well as state – with the best exam pedigrees. The private ones do well here, as even those among the sleepiest thirty years ago have worked hard since then to attract custom by glittering exam results. Better-off people can also maximize their chances of acceptance at a ‘good’ state school by moving into its catchment area, or, if a church school, discovering new talents for choral singing or campanology.
Tony Little is right about this Victorian relic. It has survived so long because it has been able to reshape itself – at least for public gaze – as a taken-for-granted institution of a democratic society, while at the same time trying to satisfy the very natural desire of those who have done well in life not to see their children doing worse.
It is time to jettison it before it takes us into what countries in east and south Asia often call their ‘examination hell’. A Chinese colleague and I have recently set up a small group of ‘International Critics of Examinations’, drawn from eighteen countries and from every continent. We hear reports of thirteen-hour days worked by students, the toll on family life, suicide rates among examinees, endless rote-learning, the frenzy and corruption of the annual Chinese school-leaving examination. We also hear of the ways in which the rich can work the system by moving into good school districts and employing private tutors.
Exams came to Japan and India from the USA and the UK, in the heyday of the West’s own love-affair with the institution in the late nineteenth century. Leading lights in these and similar countries are now looking for more humane alternatives.
Tony Little is right again. As he says, “here is the irony: we seem intent on creating the same straitjacket the Chinese are trying to wriggle out of.”

The Ebacc effect pushes pupils into more academic subjects – that's a good thing

Teenagers across England are waiting nervously for their GCSE, AS and A Level results. Now new figures have shown more of them are choosing to take more “academic” subjects, such as the humanities, languages and sciences, until the end of school – an effect attributed to the new English Baccalaureate (Ebacc) of five core subjects introduced in 2010 by Michael Gove, the former secretary of state for education.
The Joint Council for Qualification has published an analysis of the subjects UK teenagers chose to take at A level and AS level in 2014. Its analysis points to some dramatic changes both for GCSE qualifications taken by 16-year-olds in 2013 and AS level qualifications taken by 17-year-olds in 2014.
GCSE entries for geography, history, French, German and Spanish all increased markedly from 2012 to 2013 – up 19.2%, 16.7%, 9.4%, 15.5% and 25.8% respectively. AS entries in geography, history and Spanish – all Ebacc subjects – increased significantly between 2013 and 2014, as the graph shows. AS science entries increased as well, albeit less dramatically.

 

The EBacc effect

These increases are chalked up to the first signs of the “EBacc effect”. This is the fallout from the policy to include a measure on school league tables showing the proportion of 16-year-old students at each school who achieved good grades (A star to C) across five core subjects. These subjects are English, mathematics, science, a language other than English and history or geography.
The EBacc effect is real, and to my mind, mostly a good thing. Since its inception, state schools have been entering more and more students onto these GCSEs. In 2013, government figures showed 35% of state school students were entered on programmes that could lead to an EBacc up from 23% in 2012 (in independent schools the figures are much higher). Of those students, 23% achieved the EBacc goal in 2013, up from 16% in 2012. Language entries, which had decreased sharply since 2004, increased to 48% of students.
This “Ebacc effect” has now been shown to continue on to AS Level, because students are likely to continue with these subjects they did at GCSE. Given the uptick in parallel AS subject choice, more students will fit the profile that selective universities are looking for: students who choose “facilitating” subjects, which largely parallel EBacc subjects.
This means that more and more students are enrolled on courses that will give them the most flexibility in choosing their futures, taking subjects that have both the breadth and depth to prepare students to progress in further or higher education, for work, for family life and for social and civic participation.

Driven by pressure on schools

So why have I qualified my enthusiasm? It’s because these increases are largely due to the perceived (and, starting in 2016, real) accountability pressures schools perceive themselves to be under, rather than a fundamental philosophical shift towards providing all of our students with the curriculum provision they deserve.
Because schools are accountable for their students’ performance on qualifications, the notion of a broad and balanced education (to use a somewhat hackneyed phrase) only seems to apply to higher achievers. In England, there seems to be a policy consensus that lower achievers need a skills-based rather than a subject or knowledge-based curriculum.
The underlying assumption, unfortunately shared across the political spectrum, seems to be that up to 50% of children have a “style of learning” that is simply not compatible with the academic grind of GCSEs and A levels. Consequently – in the conventional wisdom – such students need more applied or vocational qualifications.
But if there’s a worthwhile set of knowledge, skills and understandings enshrined in EBacc subjects, then shouldn’t all students be pursuing them? Michael Young at the Institute of Education has pointed out that until quite recently, government policy on education systematically marginalised knowledge. He argues instead for a curriculum for all that is built around substantive content but is based on the understanding of important concepts and universal values that all students should be treated equally and “not just members of different social classes, different ethnic groups or as boys or girls”.

The right direction

The EBacc effect may be a pull in the right direction. The new accountability measures for 2016 that feature the best eight GCSE subjects could be a further incentive, but these are still high-stakes measures that will provoke some schools, understandably, to try to game the system. The unintended consequences could be that schools pay less attention than they already do to lower achievers in their efforts to chase their slice of an already cut pie.
For now, I’m reserving judgement because; a) I think the shift to base accountability on the best eight GCSEs is going in the right direction and; b) we don’t really know how schools will change their students’ subject entry patterns. And so many other changes are happening simultaneously.
For both GCSEs and A levels the level of demand has increased, examinations have reverted to being linear rather than modular and the way the GCSEs will be graded has changed. At the moment, we cannot predict if these changes will also have an effect on which subjects schools offer all of their students, not simply the top half.

Adult education: a fundamental good

Evening classes were once such an unshakeable part of the British landscape. They were the setting for TV and radio sitcoms, editions of the London guide Spotlight used to fly off the shelves on release and the standard advice of 70s ‘Agony Aunts’ – make friends, join an evening class – was the butt of comedians. My own experiences have included learning to touch type, creative writing, car maintenance and pottery. Most of my contemporaries have done evening classes in something, including the near ubiquitous foreign language courses.
But times have changed. In the past few years the headlines have been about falling numbers participating in adult education, a collapse in adult education funding and a collapse of morale.
Back when I was taking part in after work education we were not looking for pieces of paper – although I did get a Pitman’s typing qualification. We were doing these courses to try something out, learn a useful skill, or to be able to talk to the locals on holiday. No doubt some were following the agony aunt advice and were aiming to meet new friends and potential partners.
But it strikes me as sad that since the start of this century, accreditation has become the only game in town. Adult Ed (as we used to call it) has slowly been dragged into the accreditation net, becoming part of the ‘qualifications mania’ that insists on certificating subjects such as dance and music. The prevailing philosophy from all political parties has been that education is not worthwhile unless it leads to a qualification, and that therefore education should not be supported unless it leads to accreditation. No one, it seems to me, will stand up for the idea that education is a ‘general good’.
A European project provides some much needed support for Adult Ed. The Benefits of Lifelong Learning (BeLL) project looked at the individual and social benefits perceived by participants in ‘liberal adult education courses’ in 10 countries. The project produced over 8,500 survey returns, and project teams interviewed more than 80 participants across the participating countries.
The results are striking: adult learners felt that they led healthier lifestyles, had improved wellbeing, had improved their social lives and social networks and were more motivated to continue with learning. Younger participants found the courses acted as stepping stones into adult society, improving their sense of control over their own lives. Older people found that the courses had a cushioning effect, softening some age-related changes associated with retirement. And perhaps most importantly, the lower the participants’ level of education, the stronger the benefits.
An unexpected finding was that these results were not only consistent across the participating countries, but they held regardless of the type of education class being taken. The results were the same for those doing languages, sport or civic education.
Adult education suffers from not being a distinctive sector. It takes place in sixth-form colleges, higher education institutions, FE Colleges, through work-based learning programmes and local authority adult education services. While many courses for over-19s are funded by Government, these tend to be for English, mathematics and vocational subjects leading to qualifications at Level 2 and 3.
Non accredited courses such as those covered by the BeLL report are increasingly hard to find and expensive to participate in. Government, both local and national, appears to have lost sight of the importance of these courses and this report will hopefully provide a reminder of the benefits which used to be taken for granted. There is an echo of that dated agony aunt advice in the finding that adult education classes were one of the few social spaces where you can meet strangers safely, interact with them and make friends. Adult Ed classes are perceived to provide the scaffolding for social cohesion.
There are messages here for many stakeholders, if they are prepared to engage with the study. It provides good evidence for local government, which may need reasons for continuing to support the sector, it should remind central Government that the benefits of adult education go beyond attaining qualifications, and it has particularly strong messages to those that work with mental health or the elderly, particularly in the charitable sector. Adult education really can help people with their mental health and ease older people’s path into retirement.
The sad thing, though is that it takes a European-wide survey with thousands of participants to remind us of something that used to be a self-evident truth. Adult Ed, indeed all education, is a fundamentally good thing; it benefits individuals, their families, society and even employers. It is sad that policy makers and politicians have forgotten this obvious fact. Perhaps in retirement they themselves will reengage with non-accredited education and understand again its importance.
 

Nicky Morgan: time to read and reflect, consolidate and build consensus

There are two sorts of politician. There are those who are so passionate about the obvious rightness of what they are doing that they think that everyone essentially agrees with them, and enthusiastically build a large coalition to get things done. Anyone, believe these politicians, who is not against me is for me. And there are politicians who are so passionate about the obvious rightness of what they believe that they will fight anyone and everyone who disagrees, however insignificantly. Anyone, believe these politicians, who is not for me is against me.
Michael Gove was passionate about education, and looked for enemies who did not share his fundamental beliefs. Over four years, he took on major policy area after major policy area: school governance, school accountability, teacher education and development, curriculum, assessment, school funding, and so on and so on. The complaint of headteacher unions was frequently that he should slow the pace, introduce no more change, allow things to bed down. But this was to miss the point: for Michael Gove, energetic and rapid change was the essence of what he wanted to achieve, and a diminishing band of enthusiastic supporters egged him on.
My guess is that the instruction from the Prime Minister to Nicky Morgan, Michael Gove’s successor, is indeed to calm things down. One in ten female voters – a key demographic for the Conservative party – work in education. News stories of confusion and demoralisation play badly for any workforce and the stakes are too high. So the premium over the next year will be not on policy change but on messaging – on seeking to manage and administer a radically changed education system.
One of the great ironies of Michael Gove’s time as secretary of state is that over substantial tranches of policy he introduced changes for which there was, or could have been, professional support: most teachers have been trained to teach reasonably traditional school subjects; most teachers want to work in classrooms where their own classroom management is unquestioned; most teachers want to take responsibility for innovation and development. But a secretary of state who slimmed down the national curriculum to a more tightly defined academic core, who placed the EBacc at the core of the accountability system, who strengthened guidance on behaviour management and who believed in school autonomy ends as perhaps the most unpopular and derided secretary of state in modern times. Research on system reform is explicit: ultimately, school systems can only be improved by consent, by engaging and supporting teachers in change.
So the key tasks for Nicky Morgan are clear: first, to take the heat out of contentious policy implementation by building bridges to the profession. Of course, Michael Gove was always lavish in his praise of successful school leaders. But the suspicion was always there that these successful school leaders were being singled out because he believed they were the exceptions, not because they were typical of the majority. Ultimately, any chief executive has to believe in the workforce and its capacity to deliver. Nicky Morgan needs to look for allies, not enemies.
Secondly, she will need to use the resources of the Department for Education quietly and inconspicuously to defuse some of the policy confusions that have arisen as (to mix a metaphor) the tectonic plates of education have been tossed into the air. The accountability of free schools; the relationships between academies and local authorities (who retain over two hundred statutory powers in respect of education); the tenuous hold the DfE now has on teacher supply; the difficulties about school place planning in a world where free-school ‘demand’ has replaced local authority supply planning; uncertainties about teaching as a profession given the deregulatory approach of the last four years.
Thirdly, she needs to look outward. The Gove rhetoric was of a failing school system with some bright lights; the OFSTED evidence is of a largely effective school system, in which the great majority of schools are at least good. The big challenges are about the capacity of schools to grapple with huge changes: the long-term impact of technology on education; the role of schools in community and social cohesion; the role of the school in an increasingly unequal society; the challenge of securing both high levels of excellence and high equity; the role of education as a preparation for work at a time of phenomenal change in labour markets; the continuing challenge of literacy and numeracy amongst the lowest attaining 20 per cent of young people.
These challenges are not confined to England – they face education systems across the world. Some are doing better and more effectively in respect of some of the challenges, but none – as any academic or policy researcher will confirm – are meeting all of them.   Almost all of those involved in education think about them, and there are creative contributions from dissenting voices – they can all be listened to.
Nicky Morgan has two huge advantages. The first is that almost whatever the secretary of state does, children arrive at school and teachers teach them: the system goes on working irrespective of government changes. This means that her own interventions can be judicious and thoughtful rather than impulsive. The second is that, curiously enough for someone starting a new job, she has arrived just as most of the workers and clients disappear for their summer break, so she has time to read, talk and think before the new school year.
But then she faces an enormous challenge, because from the first day back in September – everyone will be watching.

Déjà vu all over again: the endless loop of education policy

Labour’s shadow secretary of state for education, Tristram Hunt, has begun to flesh out details of policy implementation should Labour win the next election. Speaking to Andrew Marr last weekend, he outlined a plan for ‘super teachers’, a new grade of ‘master teacher’.
This would be a new career pathway because, he said, “at the moment too many good teachers are moving out of the classroom and becoming heads”. It’s likely that the next Labour government will “create a new grade of teachers to recognise the best”. The difficulty, however, is that the second quotation is not from Mr Hunt but from the 1997 Labour manifesto, and that the manifesto proposal did, indeed, bear fruit: advanced skills teachers (ASTs) were introduced in 1998.
Advanced skills teachers were intended to support other teachers who were struggling in the classroom, to provide advice on pedagogy, to teach model lessons and to lead the professional development of new and existing teachers in both their own and other schools. Twenty per cent of AST time was meant to be spent on outreach.
As with the Hunt proposal, the intention was to open a career – and reward – route which did not make excellent teachers leave the classroom in order to get ahead. Over the next 13 years, some 4,000 ASTs were designated across the school system – or about one for every five schools.
In 2010, Andy Goodwin and a team from Reading University surveyed their impact. They found that ASTs were “highly motivated” and “talented” teachers, but the “definition and expectation of the role [was]… clearly highly variable and dependent, in large part, on school… priorities as well as the attitudes of the headteacher”.
AST designation fell with the last government in 2010, but in 2011, Dame Sally Coates’s review of teacher standards proposed the development of a new ’master teacher’ designation, again based on outstanding classroom teaching. But this time – and this reflected a finding in the Goodwin review – with a stronger and more explicit focus on subject knowledge. At the time, the proposals were not widely welcomed, since (unlike the AST proposals) they did not come with any dedicated funding, and certainly for some unions, the designation ’master teacher’ was felt to be anachronistic in a largely feminised profession.
There is a debate to be had about how, and how successfully government can introduce a new career grade in a devolved and largely autonomous school system. It has been done – apparently successfully – in Singapore, as Hunt pointed out. But that’s not the main point of this blog post. The point is that we have been here before – twice – in 1998 and 2011. On each occasion, there have been proposals, more or less carefully worked through, to introduce a career grade for highly accomplished teachers.
It would be good to think that policy development might draw on recent experience. And if this blog has some fun at the expense of Tristram Hunt, the same applies to his political opponent. Just a fortnight ago, the Secretary of State began a move towards a more explicit curriculum focus on ‘British values’ without appearing to draw at all on the experiences of either the John Major government or the Blair government in developing a civic focus in the school curriculum.
It would be good to have better informed politicians. It would also be good, however, to have a better education policy process. One of the most engaging reads of this year has been Ivor Crewe and Anthony King’s study The Blunders of Our Governments in which they analyse in careful detail major, expensive and, normally, unnecessary policy errors. In every case, there was an implied cry somewhere in the policy that “this time it’s different”. It rarely is.
 

British values: democracy and respect must also apply to the way curriculum is built

Denis Healey tells the story. On the eve of South Yemen’s independence, its last British governor hosted a party attended by Healey, who was then minister for defence. Over drinks, as the flag was about to be lowered, the governor looked at Healey and said, “You know, Minister, I believe that in the long view of history, the British Empire will be remembered only for two things.” What, Healey wondered, were these great gifts to the world? And the governor replied, “the game of association football. And the expression ‘eff off’.”
Stories like this are a reminder, perhaps, that ‘British values’ are more complex and problematic than they appear when grabbed by politicians in a crisis. On Monday afternoon, following the OFSTED report into Birmingham schools, the Secretary of State for Education argued that all schools should be required to teach the fundamental British values of “democracy, mutual respect and tolerance”.
Just fourteen hours later, by Tuesday morning, when the Prime Minister added his voice, the list had become a little longer: “freedom, tolerance, respect for the rule of law, belief in personal and social responsibility and respect for British institutions”. And this is what happens: lists become longer, pet topics are added, enthusiasms are produced. In her autobiography, Mrs Thatcher famously recalled her horror that her desire in 1988 for a simple core curriculum became, by 1994, such a complex national curriculum that it needed an inquiry led by Lord Dearing to tame it.
The relationship between the school curriculum and civic understanding – which is what is at issue here – has been fraught from the very beginnings of the National Curriculum. A subject-based curriculum has many strengths, but there are aspects which fall through the cracks. The 1988 National Curriculum addressed this through a series of ‘cross-curricular themes’ (though they were taken more seriously by curriculum developers than they ever were in schools). What is everyone’s responsibility is no-one’s real responsibility. In 1989, the then Speaker of the House of Commons, Bernard Weatherill, established a Speaker’s Commission on Citizenship. In 1993, OFSTED took a different tack, seeking to define social, moral and spiritual understanding, but covering much of the same ground. In 1997 the new Labour Secretary of State for Education, David Blunkett, asked his fomer university politics tutor, Bernard Crick – a lifelong advocate of political education – to report on the case for education for citizenship. The current Prime Minister and Michael Gove would do well to re-read Crick’s report.
Crick set out three aims for education for citizenship, including social and moral responsibility, requiring morally responsible behaviour both in and beyond the classroom, both towards those in authority and towards each other, community involvement, including learning through community involvement and service to the community, and political literacy, including pupils learning about and how to make themselves effective in public life through knowledge, skills and values.
Crick argued that whilst these were cross-curricular concerns, the knowledge base for citizenship required a dedicated allocation of curricular time, and Citizenship was introduced as a statutory element of the curriculum in 2002. It was abolished by the Coalition in 2010 under the banner of offering schools curriculum freedom.
In his own Newsnight interview on 9 June, the Chief Inspector of Schools, pushed by Jeremy Paxman, said that on the curriculum he personally leaned towards curriculum prescription. It is almost certain that we will now have a new round of consultation, which will throw up many of the definitional challenges involved in translating ‘British values’ into curriculum guidance, in which the list of elements of British values will grow and shrink over time and end up not a million miles away from the Crick Report.
In the most recent edition of the Curriculum Journal, my IOE colleague Michael Young, himself a key advocate of the importance of knowledge-led curricula, offers some astringent and prescient arguments on what a curriculum can, and cannot do: it can educate young people, but cannot, ultimately, reach beyond the school. The evidence of the past is quite clear. Politicians frequently overstate what the curriculum can do. They push definitions too far; they burden curricula with too many expectations.
Teachers and schools need guidance, but the guidance needs to be generic and to support professional judgement. If “democracy, mutual respect and tolerance” are the (British) values we want children to be taught, then they apply equally to the processes by which curricula are constructed. If that’s not the case, then schools and teachers are just as likely to draw on at least one of the long-lasting influences of Empire cited by the last governor of South Yemen.
 

Birmingham’s ‘Trojan Horse’ saga: partnership and trust are what are needed now

The inspection report is glowing: “This is an outstanding school… Teaching is outstanding overall… The curriculum is outstanding… Students behave exceptionally well in lessons…” In 2013, 75% of all its pupils attained five GCSEs grades A*-C including English and Mathematics, placing it in the top fifth of all schools nationally. Eight in 10 of its disadvantaged pupils achieved expected progress in English – a result comfortably above national averages. More than this, Sir Michael Wilshaw, Her Majesty’s Chief Inspector visited the school himself and enthused that it was “doing fantastically well. Walking around the school and talking to children, they all appreciate being here. The students are so ambitious for themselves and that is so heartening”.
Just two years later the school is in special measures (PDF): attainment and the quality of teaching are now good, and the quality of leadership and management is now inadequate.
Readers may have guessed: this is Park View Academy in Birmingham, one of the 21 schools at the centre of no less than three separate probes: a co-ordinated OFSTED inspection, a city council investigation, and an investigation by a former head of the anti-terrorist branch. All stem from the charges that a well-organised ‘Trojan Horse’ conspiracy was seeking to transform Park View and other non-faith Birmingham state schools into Islamic schools.
This is a complex saga from which almost no-one involved comes out well. Despite attempts in some of the press to trail the story as a tale of failing inner city schools, inspection reports make it clear that at least several have been good or outstanding.
Despite attempts to link the story to the failings of an urban local authority, several of the schools, including Park View, are already academies: outside the control of the local authority, governed solely by funding agreements with the secretary of state. ‘Academisation’ may be a solution for struggling local authority schools, but it is a difficult policy to promote when schools have already made the switch.
And the complexities get more challenging. For a generation, governments have strenuously advanced the cause of parental influence in education. Under the current government, groups of parents who are dissatisfied with what is on offer from their local authority have had the right to self-organise to propose the establishment of ‘free schools’. But in Birmingham, it appears, some parents have self-organised in a quite different way.
And while schools’ role in community cohesion was dropped from the UK’s inspection framework, across the world schools are encouraged to build strong links and work with the grain of the community. For more than a decade schools have been encouraged to develop their own curriculum specialisms: today’s reports make it clear that in some cases curriculum autonomy has serious shortcomings.
Considerable – and understandable – concern has been raised about segregating boys and girls for assemblies and parts of the curriculum, but it is not too long since the Daily Telegraph and Guardian reported favourably on single gender classes in mixed schools, which, enthused the Telegraph, improved “self esteem… and enthusiasm”. For a century and a half, governments have tolerated or encouraged faith schools in the publicly funded education system. Catholic dioceses, for example, have argued strenuously for the right of Catholic parents and Catholic schools to exercise discretion over the teaching of aspects of science, religious education, sex education or abortion. In Birmingham, it seems, some parents took to extremes their aspirations for a faith ethos and faith practices in their local schools.
The evidence is that Park View Academy still achieves good examination results for many of its pupils despite severe deprivation. The inspected schools have not ceased to succeed for their pupils. But OFSTED also, now, find evidence of something more sinister in the targeting of schools by determined groups and individuals. The saga of the ‘Trojan Horse’ in Birmingham raises profound questions about developments which have become deeply embedded in education policy and practice::

  • How should schools balance their commitment to high attainment with a mission to enhance community cohesion?
  • Do curricular and pastoral practices matter if attainment is high? Politicians of all stripes have on occasion argued that the only thing that matters is results.
  • To whom and how should schools be accountable? There is a powerful trend in much policy debate that schools are fundamentally accountable to parents. How should school leaders respond to insistent demands from well-organised and articulate parent groups wherever they come from?
  • We expect schools to co-operate one with another – but should schools be required to co-operate with other schools from different faith traditions? Politicians of all persuasions have trumpeted the benefits of schools making their own decisions.
  • In an academised school system, in which schools are autonomous, who should monitor the practices – not simply the performance – of schools?

There are no easy answers to these questions. All the evidence is that managing urban school systems demands exceptional skills locally. Gifted local leadership, as David Woods, Chris Brown and I showed in our study of education transformation in Tower Hamlets, can make a real difference to outcomes, but it demands sophisticated skills and strategic planning.
What Birmingham schools now need is not the media blitz which is accompanying the publication of high profile reports, but something quite different: a determined and long-term focus on linking high performance with community development, commitment to working through local tensions and developing confidence and trust amongst all those involved. They need the heat taken out of the situation. Urban schools, as anyone who has taught in or worked with them know, always face difficult challenges. Addressing those challenges requires resilient and professional support.
Local interim executive boards; partnerships between schools, local and national authorities working to engage community groups; trust and effective leadership all need to be built to develop a consensus on what the schools – publicly funded and secular institutions – need in order to deliver high standards and win parental and community support. Among the last things Birmingham schools need right now are press headlines.
 

Why do grammar school systems increase inequality?

The role of grammar schools is still a hotly contested topic in education policy in England. We contribute to this debate by showing that earnings inequality is higher under a selective system in which pupils are allocated to secondary schools based on their performance in tests at age 11. While selective systems have declined since their heyday in the mid-1960s, a number of areas retain a selective system and some believe that this system should again be expanded.
In our recent paper, we moved away from typical questions around grammar schools such as whether access to them is fair (it isn’t) and what the impact of grammar schools is for the marginal student (debatable), to ask about the longer term impacts of these types of systems on earnings inequality.
Using a nationally representative panel data source, Understanding Society, we considered the adult earnings distributions of over 2500 individuals born between 1961 and 1983, comparing those who grew up in an area operating a selective schooling system to those who grew up in very similar areas operating a comprehensive schooling system.
We ensure that the areas we are comparing are very similar by matching areas that are comprehensive to selective areas based on the average hourly wage, unemployment rate and proportion of private schools in both areas. The rich data source also allows us to control for things that may be driving the choice of area and the later earnings distributions, such as parental education and occupation when the individual was 14, gender, age, ethnicity and current area of residence.
We therefore compare the adult earnings of people who have very similar characteristics, live as adults in very similar areas and grew up in very similar areas: the main difference being that one area operated a selective system and the other a comprehensive system.
When we consider these two groups, then, we see that earnings inequality is greater for those who grew up in areas operating a selective system compared to those who grew up in comprehensive areas.
Comparing individuals of similar characteristics, the variance of earnings (2009-2012) for those who grew up in selective areas is £29.22 compared to £23.10 in non-selective areas. Put another way, the difference in pay between those at the 90th percentile of the wage distribution and those at the 10th percentile for those who grew up in a selective system is £13.14 an hour compared to £10.93 an hour in comprehensive systems.
On a personal level, if you grow up in a selective system and end up with earnings at the 90th percentile, you earn £1.31 more an hour (statistically significant) than the similar individual who grew up in a comprehensive system. At the other end of the scale, if you grow up in a selective system and don’t do so well – earning at the 10th percentile, you earn 90p less an hour (statistically significant) than the similar individual who grew up in a comprehensive system.
We can also compare the 90-10 wage gap between selective and non-selective areas to the overall 90-10 wage gap in the sample. As noted, in selective areas the 90-10 wage gap is £2.21 an hour higher than in comprehensive areas. This accounts for 18% of the overall 90-10 wage gap in our sample. So selective systems account for a large proportion of inequality in earnings. The message is clear. Grammar systems create winners and losers.
There are also interesting differences by gender. If we look separately at males and females, we see that males in selective systems at the top of the earnings distribution do significantly better than their non-selective counterparts (£2.25 an hour) while there is no difference for those at the bottom of the earnings distribution.
For females, the picture is the opposite. Females growing up in selective systems who do well look very similar to successful females from non-selective systems but those who do badly earn significantly less (87p an hour) than their comprehensive system counterparts. We think this could be because males were outperforming girls at school for the cohorts we consider and so more males attended grammars and more females attended secondary moderns within selective systems, although we cannot observe this directly.
What lies behind these differences? Inequality in earnings comes from inequality in qualifications and these in turn might derive from differences in peer effects and teacher effectiveness between the systems. We speculate that in the 1970s and 1980s more able teachers might have been more effectively sorted in a selective system into schools with high attaining pupils. The evidence on peer effects in the UK is mixed but the evidence on teacher effectiveness points to this as a possible key mechanism.
Whatever might be driving this phenomenon, our research shows that inequality is increased by selective schooling systems. If this is combined with evidence that sorting within selective systems is actually more about where you are from rather than your ability, then selective systems may not be the drivers of social mobility that some claim. The pros and cons of a system which creates greater inequality will doubtless continue to be passionately debated. What we cannot ignore is that there are losers as well as winners in this story.
 

How England's emetic testing regime is causing new academic diseases

Students are contracting a new disease – bulimia academica – defined as repeated bouts of bingeing on information and regurgitating it in exams. The pressures on students to obtain the best possible grades have become so intense that they feel forced to resort to ingesting large amounts of information and then, in government-induced bouts of vomiting, otherwise known as national tests, they spew it out.
The term – bulimia academica – is not being used lightly as that would insult those suffering from bulimia nervosa. Instead it is considered to be every bit as serious as its medical counterpart. Far from feeling better afterwards, students end up feeling empty and educationally malnourished. The students I’ve interviewed in FE and Sixth Form Colleges come to associate learning not with growing self-confidence and a sense of achievement, but with stress and self-disgust. Learning for them is reduced to the skill of passing exams rather than the means of understanding and coming to love the subjects they’re studying.
The cause of this new disease is no mystery. The increasingly punitive testing regime in England is responsible. Politicians from all the main parties will have you believe that it is robust and rigorous. It’s neither. It’s purgative and emetic and as such is both ineffective and inefficient.
This learning disorder is compounded by its equally distressing twin – anorexia academica – that affects individuals and the system. Some students become anxious about being seen by their classmates to be clever; they restrict their intake to bite-size chunks of information which makes them easier to swallow – the educational equivalent of chicken nuggets. In their teenage years, they lose their previously keen appetite for learning, give lame excuses for repeated failures to learn and pretend to have studied when they have not; and pretend not to have studied when they have. They spend their time reading self-help books about study skills without ever acquiring any. This response may be the self-harming outcome of having been tested every year since they were five years of age, a regime which has turned their stomachs against learning.
The education system also shows symptoms of the same malaise, with some curricula driven by qualifications that have had the educational nourishment stripped out of them. Groups of students can be found in colleges discussing topics about which they don’t have sufficient knowledge to form opinions and so their learning remains shallow. We offer young people so-called ‘transferable’ skills and then discover they need to be in command of a body of knowledge before they can be either critical or creative.
What’s to be done? In a new book, published this month by IOE Press, called Beyond Bulimic Learning: Improving teaching in Further Education, I’ve scoured the research literature for (and tried out in practice) the most effective interventions; and I discuss the results. Even within the tightening parameters set by government, we can still work at transforming our colleges into learning communities and our tutors into experts in teaching, learning and assessment (TLA). Now that Ofsted has decreed that no college can be judged ‘outstanding’ without being ‘outstanding’ at TLA, the best response is for colleges to access the growing body of knowledge on TLA. And this book is devoted to showing how that can be done and is being done within some colleges.

Local heroes? Labour's plan for a 'middle tier' should be seen as work in progress

The latest output from Labour’s policy review tries to tackle one of the most difficult legacies of the Coalition Government; a highly fractured and privatised English education landscape. Accordingly, David Blunkett’s Middle Tier Review decided to take aim at the Achilles’ heel of the Gove education revolution – the centralisation of contracting with thousands of schools in the hands of the Secretary of State and the fracturing of the local landscape that, they argue, undermines standards and opportunity for all.
The political dilemma for Labour, however, was to avoid being seen as embracing the old world of the local authority or “creating wholesale upheaval and deconstructing the existing landscape”. Its answer has come in the form of a complex set of proposals aimed at creating coherence, consistency and collaboration in a reconfigured local landscape. Drawing on what it sees as the successes of London Challenge, as well as other examples of local good practice, the Review makes a total of 40 recommendations. However, Labour’s new policy framework on education governance arguably revolves around five key areas.

  1. The appointment by clusters of local authorities of Directors of School Standards (DSS) who will oversee local performance and institutional collaboration and will work with the National Office of School Commissioners.
  2. Local authorities to be responsible for a range of functions including fostering collaboration, representing parents, planning school places and championing the needs of vulnerable groups such as NEETs (young people not in employment, education or training).
  3. Academy chains to be regulated and inspected and schools will be free to leave them and to join other types of partnerships or trusts.
  4. Education Panels of local stakeholders to provide additional local oversight and accountability.
  5. The re-establishment of the National College of School Leadership linked to an alliance of teaching schools.

In addition, and as almost throw-away points, the report also suggests the need for a light-touch curriculum framework with room for local innovation and the establishment of a Curriculum Advisory Group. This would be drawn from across the political spectrum and report to the Secretary of State to overcome politicisation of the curriculum and to ensure that all students have an entitlement to personal development, citizenship and a sense of identity and belonging.
The report, Review of Education Structures, Functions and the Raising of Standards for All: Putting Students and Parents First, is not the easiest of reads. It is simultaneously both complex and technical, and vague and open-ended. Nevertheless, its strengths lie in its recognition of the need for the devolution of powers to the local level; for greater institutional collaboration; a consistent approach to teacher professionalism and qualification; strategies to gradually knit together a local learning system and the promise of a more open approach to curriculum and innovative learning.
Interestingly, David Blunkett’s Foreword to the document focuses on learning, creativity and inspirational teaching rather than the substance of the report on educational governance. This could be seen to reflect where his heart really lies.
There are, of course, weaknesses. To some the document will still look very New Labour with its reluctance to fully politically invest in local government and local democracy – the central role of local commissioners to hold the show together; the rather vague and constrained roles of local authorities; the lack of substance behind the proposals for collaboration and the possibility that Education Panels might turn out to be just talking shops. The document also broadly ignores post-16 education and colleges, even though it talks briefly about progression at 16.
However, there may be cause for a more benign interpretation. This was never going to be easy for Labour, given the ambition of the Gove organisational revolution and David Blunkett has had to balance the advice from the different think tanks – IPPR and Compass – as well as the political preferences of Shadow Education Secretary Tristram Hunt. As such it should, we think, be seen as work in progress with some promising proposals that will need elaborating and much discussion. There’s a lot to play for as Labour continues with its Policy Review and tries to be in a position in 2015 to put any of this into practice.
